Class Summary
Job Description
The Compensation Manager will assist the Compensation Division Director for managing the compensation and classification for all Gwinnett County employees. The compensation manager helps to plan, develop, and implement new and revised compensation programs, policies and procedures to align with the county's goals and competitive practices. This position is also responsible for ensuring that county compensation programs are consistently administered in compliance with internal policies and government regulations.
Essential Duties
- Assists the Division Director in managing the classification and compensation program to ensure compliance with applicable laws and County policies.
- Develops and oversees workflows (including coordination with Payroll and Finance) that ensure timely and accurate administration of the County's compensation and classification program.
- Keeps current on innovative strategies and best practices, conducts extensive research and analysis, and makes ongoing recommendations to County leadership to ensure the County maintains a competitive compensation program to support recruitment and retention.
- Manages a team of compensation professionals, including hiring, terminating, progressive discipline, training, conducting performance evaluations, and coordinating schedules.
- Establishes and maintains collaborative professional relationships with compensation leaders, particularly in benchmark counties and government organizations.
- Responsible for overseeing personnel changes, organizational studies and job classification including evaluating paperwork submitted; researching and analyzing internal and external job information; interviewing employees and supervisors regarding job duties, responsibilities, and requirements; determining FLSA status; recommending job classification; developing job descriptions and organizational charts.
- Oversees / Conducts benchmark job classification audits and internal equity analyses to maintain equitable and appropriate titles, salary ranges and pay rates.
- Oversees / Conducts and responds to comprehensive salary surveys, collects and analyzes data to determine the County's market position, prepares reports, makes recommendations, and facilitates changes to pay plans.
- Performs analysis and writes reports recommending establishment of new classes and reclassification of existing positions.
- Prepares or revises job descriptions to accurately describe duties, coordinates with County divisions to ensure minimum qualifications meet classification specifications and are consistent with similar County positions.
- Assists in maintaining a consistent salary calculation methodology, oversees the salary offer process for new hires, promotions, and position changes in accordance with approved policies and procedures.
- Analyzes internal equity impacts in the classification and compensation program and makes recommendations that ensure compliance and consistency.
- Coordinates with Finance and Payroll to maintain the County's position authorization systems.
- Monitors the effectiveness of existing compensation practices and recommends changes that are cost-effective and consistent with compensation trends and objectives.
- Conducts position classification, re-classification, and reorganization analyses which may include job audits, surveys, and producing / updating job descriptions.
- Develops and presents compensation training to HR Business Partners and management related to compensation fundamentals, global pay structures and pay for performance philosophy and application.
- Responsible for conducting and responding to salary and benefits surveys.
- Performs other duties, as assigned.
