What are the responsibilities and job description for the Division Director - OneStop 4 Help & Veteran and Family Services position at Gwinnett County?
This Division Director will be responsible for the day-to-day management of OneStop 4 Help and Veteran and Family Services. This position oversees the coordination, planning, implementation, evaluation, and administration of OneStop 4 Help community resource initiatives. Additionally, the Division Director supports the Deputy Department Director in collaborating with employees, internal and external stakeholders, the Board of Commissioners, appointed boards and authorities, and community partners. This role is critical in developing and implementing sustainable solutions that address the social determinants of health, aligning county goals with the needs of the community and fostering strong relationships with health, human, and social service organizations to ensure equitable access to essential resources for Gwinnett County residents.
Essential Duties
- Overseeing and managing staff to include prioritizing assignments, conducting performance evaluations, ensuring training compliance, and enforcing policies and procedures
- Directing the daily operations of the section, including routine inspections, compliance assessments, and implementing improvements to meet regulatory standards
- Serving as the primary liaison for Gwinnett County Veteran and Family Services; ensuring community navigation, program support, and operational coordination with internal and external partners
- Reviewing, analyzing, and authorizing all program expenditures and costs; ensuring financial efficiency and accountability
- Assisting community groups and organizations to develop resources and partnerships that enhance human services programs
- Collaborating across the divisions and departments to align efforts with strategic goals
- Preparing specifications for proposals related to human services and evaluating responses to ensure alignment with program needs
- Researching, developing, and pursuing grants and alternative funding sources to sustain and expand operational initiatives
- Writing funding proposals for major service initiatives and overseeing the development and execution of contracts
- Preparing, implementing, and managing operating budgets for various programs; ensuring financial sustainability and alignment with county objectives
- Overseeing the OneStop 4 Help phone line, including weeknight, weekend, and holiday coverage shared among leadership staff
Public Speaking Duties
- Conducting presentations and speeches for internal and external stakeholders
- Delivering key messages at community meetings, events and projects
- Engaging with the public through street outreach, onsite visits and community events
Other Job Requirements/Information
- This job may require after-hours, weekends, and/or holidays.
- This job will require a pre-employment 7-year driving history review.
Grade
The grade for this position is 204. Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
- Bachelor's degree in human services, social work, business administration, public administration AND
- Eight years of outreach and community stakeholder engagement experience
- Two years of experience as a manager
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
Preferred Qualifications in addition to the above minimum qualifications
- Project management experience

The 15 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, Parks & Recreation, and Transportation.
