Job Description
The Vertical Assets Section Manager leads a team of engineers within the Department of Water Resources' Engineering and Construction (E&C) Division. Vertical assets include the non-linear portions of our water and wastewater systems including two water filtration plants, three water reclamation facilities, and over 200 pump stations. The Vertical Assets Section is responsible for overseeing the design and construction of capital improvement projects at these facilities. The ideal candidate has experience in water and wastewater facility planning, design, procurement, construction, and management of water and wastewater systems. Problem solving and the ability to communicate effectively with county leadership, peers, staff, and occasionally with the public are also critical to this position. Duties of the Engineering & Construction Vertical Assets Section Manager include:

Essential Duties

Technical Expertise:

  • Project management. 
  • Engineering support during project development, design, bidding, and construction phases.
  • Management of multiple projects at one or more facilities.

Contracts & Bid Experience

  • Drafting project specific scoping documents with consultants.
  • Managing the development of contract documents during the design phase.
  • Overseeing the bid / procurement process.
  • Reviewing and approving invoicing.
  • Reviewing, negotiating, and processing Change Orders
  • Coordinating with Engineer of Record.
  • Conducting constructability reviews.

Leadership & Supervision:

  • Direct, mentor and develop a team of engineers, project managers and technical staff within the Vertical Assets Section.
  • Assign projects to balance workload.
  • Conduct performance evaluations and provide feedback for staff development.
  • Cultivate a collaborative and innovative work environment focused on high performance, personal growth, and professional excellence.
 Grade
The grade for this position is 108. Salary will be dependent on education and experience.
 
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
 
Minimum Qualifications
  • Bachelor's degree in civil, structural, mechanical, or environmental engineering.
  • Eight years of progressively responsible engineering experience, including two years of experience as a manager.
  • Professional Engineer (PE) License.
  • Valid driver's license from state of residency.
Preferred Qualifications in addition to the above minimum qualifications
  • Water and wastewater process engineering
  • Plant and pump station hydraulics
  • Engineering design principles and standards
  • Effective communication skills, both written and verbal

  • Contract documents
  • Project procurement
  • Microsoft Office Suite (Word, Excel, PowerPoint, and Teams)

The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure. To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
 
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
