Job Description:
We are seeking a Staff Accountant / Accountant to provide technical expertise in accounting operations and financial systems at the National Institutes of Health (NIH) in Bethesda, Maryland. The ideal candidate will play a crucial role in evaluating, improving, and maintaining NIH’s accounting systems while ensuring compliance with federal regulations, financial reporting standards, and best practices. This position requires a detail-oriented professional with strong analytical skills and experience in government accounting, financial systems, and policy evaluation.
Key Responsibilities:
- Review, analyze, and interpret agency accounting policies, regulations, and operations, ensuring compliance with federal financial management guidelines.
- Develop and implement processing and system improvements to enhance financial efficiency and accuracy.
- Conduct requirements analyses and assist in system design and implementation for NIH accounting and financial management functions.
- Serve as a technical advisor, providing expertise in resolving complex accounting and financial reporting issues.
- Evaluate agency accounting systems, financial procedures, and internal controls to identify areas for enhancement and ensure compliance with OMB, GAAP, FASAB, and Treasury guidelines.
- Support the implementation and integration of financial management systems, ensuring alignment with NIH’s strategic financial objectives.
- Analyze technical proposals and financial data to ensure compliance with federal accounting, reporting, and financial management best practices.
- Prepare financial statements, reports, reconciliations, and audit documentation in accordance with federal accounting standards and NIH policies.
- Collaborate with cross-functional teams, including finance, IT, and program offices, to enhance financial reporting and operational efficiencies.
- Provide support during internal and external audits, addressing financial reporting and compliance-related inquiries.
Qualifications & Experience:
- Education: Bachelor’s or Master’s degree in Accounting, Finance, Business Administration, or a related field.

Experience:
- Strong background in federal accounting operations, financial systems, and regulatory compliance.
- Experience with federal financial management systems, including UFMS, Oracle, Momentum, or other ERP financial platforms.
- Knowledge of GAAP, FASAB, OMB Circulars (A-123, A-136), Treasury Financial Manual (TFM), and GAGAS.
- Experience in analyzing, designing, and implementing financial process improvements and system enhancements.
- Familiarity with NIH, HHS, or other federal agency financial operations is highly desirable.
