Produce written communications products (to include news releases, blogs, fact sheets, social
media posts, email blasts, and web features) geared toward NOAAs many audiences, such as regional or national media markets affected by NOAAs services, environmental or industry constituents who benefit from NOAAs science, and social media followers interested in NOAAs stewardship mission.
Conduct editorial services that improve the quality of written communications products. Ensure the Associated Press style guidelines and plain language principles are followed, to ensure technical concepts are clear, concise, and captivating. Provide edits and suggestions in track changes so that teammates, leadership members, and subject matter experts can ensure that edits do not compromise the scientific integrity.
Respond to informational inquiries from media, constituents, and the public, with information
about NOAAs programs. Coordinate with subject matter experts to craft written responses, and accompany responses with any relevant web pages or multimedia resources.
Develop strategic communications plans for major NOAA news announcements that target
external audiences, such as regional or national media markets, constituents, and social media
followers. Plans should include : top-line message points summarizing the news being made; lists of priority audiences who should receive the news; a tactical list of written and visual products that will be issued to reach those audiences; roles and responsibilities of team members across NOAA who are assigned to take action; and a timeline of publicity activities that includes pre-announcement reviews to account for, and post-announcement compilation of news clips and analytics to measure overall success and impact. This includes the production of several specialized communications that cover numerous agency activities for World Ocean Month in June 2025, which will include several months of preplanning
as well as additional time in July to conduct analysis about the months impact.
Produce editorial and graphic design services for briefing materials for NOAA leadership. This includes writing talking points or briefing papers to inform leadership members about agency issues, as well as developing PowerPoint slide decks that they can use in their presentations to internal and external audiences.
Conduct event planning for NOAA in-person and virtual events, to include writing and designing invitations, coordinating logistics with NOAA staff and vendors, developing written and visual material to publicize events, and providing on-site or virtual support staffing that includes assisting federal team members and taking photos.
Produce in-depth communications analysis that evaluates the reach and effectiveness of NOAAs many announcements. This includes analyzing and compiling news clips that mention NOAA and its leadership members, as well as examining search engine results and social media mentions.
Additional skills and experience required :
For communications specialists - familiarity with media and constituent relations systems, such as Meltwater or Quorum, as well as content management systems, such as Drupal.
Managing and supporting the implementation of client objectives, requirements, and programs.
Support activities may include strategy development and communications that include public relations, news conferences, digital content creation, social media, and other outreach activities.
Researching, conceptualizing, writing, proofreading, and editing original content and digital
experiences about scientific topics. Activities require partnering with the creative team to determine the overall creative message that is brand consistent.
Managing overall communications, strategic direction, and guidance for implementing client
objectives, requirements, and programs.
