POSITION SUMMARY
H4 Enterprise. is recruiting for an Acquisition Management Specialist to oversee and support the operations of the United States Central Command (USCENTCOM) Headquarters IDIQ for Professional Services (CHIPS). This position is based CONUS/OCONUS and is contingent upon a contract award.
The United States Central Command (USCENTCOM) requires professional services to support theater-strategic joint staff requirements focused on planning, coordinating, synchronizing, and integrating Department of Defense (DoD) military activities with United States Government (USG) policy and strategy. These professional services will support HQ USCENTCOM's execution of the seven joint functions common to joint operations: command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment. These joint functions are organized and executed across the joint staff schema that includes manpower, intelligence, operations, logistics, engineering, plans, strategy, policy, communications, training, resource management, and public affairs.
DUTIES & RESPONSIBILITIES
- Provide project-specific acquisition management
- Develop performance work statements, statements of work, and statements of objectives
- Establish management controls such as milestones and cost estimates
- Advise requirement owners on significant actions or problems
- Analyze issues of effectiveness, efficiency, and productivity
- Track procurement requests from start to end
- Support Government Purchase Program
- Ensure vendor FAR compliance
- Communicate with requirement owners
- Develop and implement acquisition strategies that meet the organization's needs while ensuring compliance with applicable laws and regulations.
- Conduct market research to identify potential suppliers and assess industry trends.
- Negotiate, draft, and manage contracts with suppliers and service providers.
- Monitor contract performance and compliance, addressing any issues or discrepancies that arise.
- Serve as the primary point of contact for procurement-related inquiries.
- Identify potential risks associated with procurement activities and develop strategies to mitigate these risks.
- Ensure that procurement practices adhere to organizational policies and regulatory standards.
- Assist in the development and management of acquisition budgets, ensuring effective use of resources.
- Track expenditures and provide regular reports on procurement activities to management.
- Provide training and support to staff on procurement processes and best practices.
- Stay informed about trends in acquisition management and implement improvements as needed.
PROFESSIONAL QUALIFICATION & SKILLS
- Bachelor's degree in business administration, Supply Chain Management, or a related field. (Master's preferred)
- Active Top-Secret Clearance required.
- Prior Military experience with CENTCOM or other COCOMS. (Preferred).
- Demonstrated experience providing lifecycle contractor support and services to the U.S.
- Department of Defense, preferably CENTCOM.
- Expertise in requirement definition and development
- Knowledge of DoD contracting methodologies
- Expertise in DoD Acquisition Processes and the Federal Acquisition Regulation (FAR)
- Familiarity with tools such as Wide Area Workflow (WAWF), Integrated Acquisition Environment (IAE), and Federal Procurement Data System (FPDS).
- Understanding of management controls and quality assurance plans
- Proficiency in market research
- Familiarity with Government Purchase Programs
- Strong analytical and negotiation skills.
- Excellent written and verbal communication skills.
- Proficiency in procurement software and MS Office Suite.
