HR Director

Job Description & Core Responsibilities

Position Summary

The Human Resource Director is responsible for planning, directing and the supervision of the Human Resources function at Haak’u Health. The HR Director directly participates in the development of policies and procedures and provides advice regarding policy to employees of Haak’u Health. Provides support to Departmental Supervisors, Managers and Directors in any manner needed to ensure that all necessary human resource functions are completed in a timely and organized manner.

  • Must have knowledge of basic HR practices and protocols in human resource management.

· Strong analytical and problem-solving skills, with the ability to identify issues, evaluate alternatives, and implement solutions in a timely and effective manner.

  • Must have the ability to speak effectively before staff, Health Board, Tribal Council and all other entities internal/external to the organization.
  • Must have excellent interpersonal skills and have the ability to effectively communicate with employees, supervisors, managers, potential new hires and visitors.
  • Proficient communication skills to confidently express self in written and verbal form.
  • Must be able to speak in front of large groups.
  • Must have conflict resolution skills.
  • Must have strong organizational and time management skills.
  • Must have strong computer skills.
  • Must have knowledge of data base management; able to prepare spreadsheets;
  • Requires analytical, planning and business writing and presentation abilities;
  • Must be people oriented and able to function in a team-based environment. Must be able to effectively handle stressful situations, maintain a respectful and non-judgmental demeanor and treat all with respect
  • Must have the ability to read, analyze, and interpret documents, such as safety rules, operating and maintenance instructions, and procedure manuals, write routine reports and correspondence.
  • Must be able to practice fair and good judgment and have a thorough knowledge of the Haak’u Health employee policy manual in order to provide accurate advice and service.
  • Must have knowledge of Benefits Plan administration.
  • Must have excellent math skills (calculate percentages, balance/reconcile invoices).

Job Duties

  • Maintains thorough knowledge of Haak’u Health personnel policies and procedures
  • Will have respectful daily contact with program supervisors, managers, the general public, job applicants & service providers
  • Responsible for maintaining effective working relationships with all Haak’u Health entities
  • Provides Department Directors, Managers and Supervisors information and assistance regarding HR procedures.
  • Ensures the hiring process is conducted according to the Haak’u Health hiring practices

· Supervises and directs Human Resources staff to ensure consistency in all HR functions.

· Responsible for preparing and updating policy and procedure manuals, compensation system, and consistent HR practices among all entities.

· Responsible for reviewing all terminations and disciplinary actions to ensure consistency of policies which reduce liability to the Tribe.

· Counsel management with respect to federal, state and municipal regulations impacting employment policy and practices, including wage and hour regulations, as required

· Coordinates and reviews all governmental reporting requirements and ensures timely submittal.

· Responsible for developing incentive reward and recognition program for all entities in coordination with the leadership team

· Responsible for maintaining all Human Resource Department files; supervises staff in the general upkeep of all new, existing, and terminated employee files in addition to retention files.

· Must review status changes to ensure correct information has been applied

· Supervises HR staff to ensure that all application files are organized, maintained and purged – to keep an up-to-date applicant pool so that administrators have a quick, easy access to new hire files.

· Assists all management and employees with any Human Resource problems and/or basic inquiries in a timely, efficient and effective manner.

· Performs as spokesperson in employment hearings as warranted

  • Must be able to complete job assignments thoroughly, accurately, and on time. Must be able to prioritize work for maximum efficiency.

· Sets evaluations schedule annually for all departments. Reviews employee evaluations to ensure they are performed timely and properly per policy

  • Responsible for administering the Drug and Alcohol free policy which includes scheduling random and reasonable suspicion drug tests, and administering Last Chance Agreements—Determine if this is something the Board wants to implement

· Will be responsible for coordination with the Health Board regarding Employee Benefits plans, insurance options, etc.

· Will be responsible for monthly, quarterly, and yearly departmental reports, along with developing the annual HR budget

· Will be responsible for updating policy and procedures, employee incentive plans, job descriptions and announcements, assist in developing recruitment campaigns and training programs and participates in special projects.

· Must be able to use all current software

· Held accountable, to the highest degree, for the accuracy and thoroughness of departmental records and reports.

· Must adhere to the highest level of confidentiality.

· Supervises Human Resource staff in accordance with the organization’s policies and applicable laws

· Responsibilities include oversight of the hiring process, training employees; planning, assigning, and directing work; appraising performance; termination and grievance oversight, employee appreciation, employee investigations, conflict resolution and resolving issues.

· Quickly responding to job posting requests, placing job announcements, communication with applicants at all levels of the hiring process and facilitating interviews in a timely manner is critical to the reputation and well-functioning of Haak’u Health

· Other duties as assigned.

Minimum Qualifications

  • BA in Business Administration, Human Resources, or related field AND a minimum of five years’ experience in Human Resources as Manager or Director, with demonstrated experience serving in a high level managerial or supervisory capacity. Track record of maintaining confidentiality, history of strong work ethic and exemplary customer service skills.

· Record of successful HR experience in health care setting

Preferred Qualifications

· PHR or SPHR certification

· Experience working in a Tribally operated health care facility

· Knowledge of the ambulatory care environment

Certification(s) Required

Must have a valid New Mexico driver’s license and must meet Tribal insurance requirements. The employee is required to submit proof of a valid driver’s license and be bondable.

Physical Demands

Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work.
