Position Summary
The Purchasing Manager reports to the Director of Purchasing, supports the Construction and Finance departments by managing the procurement of materials and services. Supports all aspects of the mission of Habitat for Humanity of Collier County “HFHCC”, a non-profit builder dedicated to providing access to affordable homeownership.
Essential Duties and Responsibilities
- Develop and implement commodity plans and competitive sourcing strategies to furnish the required materials and services to support HFHCC construction schedule.
- Manage procurement across diverse spend categories, including construction materials, vendors, subcontractors, and supplies for multiple locations (offices & ReStores) through purchase order execution.
- Develop and manage supplier relationships to continuously improve HFHCC delivery of value to its clients and standing in the community.
- Review and maintain procurement policies and procedures, especially as required by State and Federal grant procurement requirements.
- Monitor outcomes and report process improvement, delivery, and cost.
- Participate in development of construction schedule with Construction/Homebuyer Services.
- Approve and issue purchase orders in accordance with negotiated price, terms, and conditions to support both new home construction and house rehabilitation.
- Work closely with Accounts Payable throughout the procure-to-pay process, ensuring a smooth and efficient workflow.
- Promptly resolve purchase order discrepancies, supplier’s back orders, Gift in Kind (GIK) missed orders, and invoicing issues.
- Solicit quotes or proposals from material and service suppliers, assist in negotiating final pricing proposals.
- Support and assist with periodic competitive bid processes to ensure the best pricing and services.
- Review and maintain an up-to-date vendor list.
- Research and assist in determining the viability of new and existing suppliers.
- Analyze purchasing data to identify trends and report on activity, cost-savings, and achieved results to management.
- Work on relationships leading to effective Preferred Supplier Agreements, ensure that high-quality materials and services are available to meet HHFCC build schedules.
- Monitor, evaluate, and improve supplier overall performance.
- Manage the day-to-day building material control process.
- Review and secure supplies/materials available through Habitat International “Gift in Kind” program.
- Perform continuous improvement exercises to enhance HFHCC’s Purchasing Systems.
- Other related duties as requested.
Required Knowledge, Skills, and Abilities
- Must be comfortable with computer usage and knowledge of Microsoft Office Suite and QuickBooks software.
- Good communication skills with multilingual capability in Spanish and/or Creole/French helpful.
- Proficiency in simple math calculations is required.
- Ability to prioritize tasks and to delegate them when appropriate.
- Thorough understanding of or the ability to quickly learn about the project or product being developed.
Education/Experience
- Bachelor’s degree is desirable plus 3 years working in related business environment required.
