Summary
The Housing Authority of the City of Pittsburgh (HACP) established Clean Slate E3 as an affiliated nonprofit organization in 2009 to expand potential funding sources for activities that enrich the lives of HACP residents, including, but not limited to, job training, educational enhancement, and scholarships. The Program Manager will oversee the Clean Slate E3 youth-centered programs and initiatives.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned as needed.
  • Utilize evidence-based best practices to assist in developing and implementing HACP youth program initiatives, including program approaches to support the academic success of children participating in the Authority's housing programs.
  • Partner with HACP staff and partner organizations to plan, implement, and manage an annual scholarship program for HACP residents, the core program provided by Clean Slate E3.
  • Work closely with HACP households to educate parents and children on the importance of out-of-school and the availability of educational programs that improve academic success.
  • Assess youth-serving partners' needs as they relate to supporting educational outcomes for HACP youth; disseminate and explain information about services and programs; establish and maintain positive working relationships with school districts, schools, and community partners to support academic success by ensuring that programs have access to current information, services, and assistance for which they qualify.
  • Facilitate and participate in meetings focused on education to promote academic success and positive life outcomes for children and youth living in HACP housing.
  • Manage community-of-practice activities for youth providers in cooperation with HACP Community Affairs and Resident Self-Sufficiency Departments; provide enhanced educational opportunities and make informational and educational presentations to providers; advocate for providers in education matters.
  • Must serve on agency committees and develop and maintain documentation, files, and reports related to all aspects of the Program, including notes and minutes related to departmental and other meetings.
  • Work with residents, schools, service providers, property and facility managers, and other community partners; help residents and service providers develop and implement programs, resources, and services the community may need.
  • Develop and manage an annual budget with expenditures ranging from $500,000 to $750,000 annually (the budget amount may vary depending upon funding).
  • Develop and deliver professional presentations and serve as a public speaker, conveying clear and timely messages to internal and external stakeholders.
Required Skills
This position requires the incumbent to exhibit the following behavioral skills:

  • General knowledge of organizing and working with residents of public housing and community supportive service programs.
  • Must be able to monitor programs and services and administer contracts with third-party partners.
  • Evening and weekend work schedules may apply.
  • Must know theories, principles, and practices used to organize, implement, and monitor early learning and/or K-12 programs and innovative approaches to supporting the academic success of underserved populations, including racially and linguistically diverse low-income youth.
  • Focused, efficient, and results-oriented. Strong organizational skills and self-directed work habits. Able to anticipate deadlines and manage multiple complex projects, often with overlapping deadlines.
  • Proficiency in computer software, including Word, Excel, PowerPoint, Outlook, Emphasys/Elite, Microsoft Teams, and Google Workspace. Ability to learn additional software applications.
  • Strong oral and written communication skills. Able to make compelling presentations.
Education and Experience
  • Bachelor's Degree with preferred degrees in education, social work, human services, public administration, or a related field.
  • Minimum of five (5) years of experience in public administration, nonprofit management, education, social work, housing and/or community development programming.
  • Valid driver’s License and use of an automobile during work hours required.
Physical Demands
  • Prolonged periods of sitting at a desk and working on a computer.
  • At times, you must be able to lift up to 15 pounds.

Salary : $500,000 - $750,000
