FEMA Public Assistance (PA) Specialist

The Federal Emergency Management Agency (FEMA) Public Assistance (PA) Specialist will provide technical support to applicants across all eligible Public Assistance Categories of Work (Categories A-G). A strong understanding of the entire PA program is essential, with a preference for specialized knowledge in Permanent Work (Categories C-G). This contract-based position will be based on-site in California.

Responsibilities for the FEMA PA Specialist Include:

• Provide technical assistance to local government and private non-profit clients recovering from natural disasters, guiding them through the FEMA Public Assistance (PA) program.

• Deliver training and mentorship to state staff on FEMA PA program procedures and requirements.

• Support clients in navigating all FEMA PA categories of Work, with a specialized focus on Permanent Work (Categories C-G).

• Advise clients on documenting eligible costs and ensuring compliance with FEMA PA program policies and regulations.

• Collaborate with clients to develop comprehensive FEMA PA Project Worksheets (PWs) that accurately reflect eligible work and costs.

Qualifications for the FEMA PA Specialist Include:

• A minimum of three (3) years of professional experience preferably in management consulting or in a role directly supporting the FEMA PA Program.

• A bachelor’s degree in a related field (e.g., engineering, economics, political science, public policy, emergency management, business administration).

• Prior experience working directly with The State/Recipient.

• Proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP).

• Strong communication skills, including written and verbal.

Compensation for the FEMA PA Specialist Includes:

• Salary range of $70,000 - $150,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
