The Federal Emergency Management Agency (FEMA) Public Assistance (PA) Specialist will provide technical support to applicants across all eligible Public Assistance Categories of Work (Categories A-G). A strong understanding of the entire PA program is essential, with a preference for specialized knowledge in Permanent Work (Categories C-G). This contract-based position will be based on-site in California.
Responsibilities for the FEMA PA Specialist Include:

Provide technical assistance to local government and private non-profit clients recovering from natural disasters, guiding them through the FEMA Public Assistance (PA) program.

Deliver training and mentorship to state staff on FEMA PA program procedures and requirements.

Support clients in navigating all FEMA PA categories of Work, with a specialized focus on Permanent Work (Categories C-G).

Advise clients on documenting eligible costs and ensuring compliance with FEMA PA program policies and regulations.

Collaborate with clients to develop comprehensive FEMA PA Project Worksheets (PWs) that accurately reflect eligible work and costs.
Qualifications for the FEMA PA Specialist Include:

A minimum of three (3) years of professional experience preferably in management consulting or in a role directly supporting the FEMA PA Program.

A bachelors degree in a related field (e.g., engineering, economics, political science, public policy, emergency management, business administration).

Prior experience working directly with The State/Recipient.

Proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP).

Strong communication skills, including written and verbal.
Compensation for the FEMA PA Specialist Includes:

Salary range of $70,000 - $150,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
