JOB SUMMARY:
Provides professional executive-level administrative support, with limited supervision, to the County Administrator in conducting the affairs of the County. In alignment with the vision, organizational values, strategic plan, master plans, annual budget and capital improvement plan assists in planning, directing, and managing the activities of the Hall County Government. Duties include assisting the County Administrator by supervising designated departments towards the achievement of county and department-level goals and objectives. Provide leadership for areas of responsibilities, including but not limited to, operational and capital project supervision, determine program needs, oversight of studies, responding to public inquiry, preparing and presenting programs for consideration, and preparing quality recommendations for consideration by the County Administrator and/or Board of Commissioners. Emphasize local government excellence throughout the organization, specifically in the areas of customer service, responsiveness, and quality assurance. Exercise considerable judgement and the highest-level of ethical professional standards in local government.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Provides general oversight, guidance, and direction for designated departments, at the discretion of the County Administrator.
Provides operational support and guidance to Constitutional Officers, Elected and Appointed Officials, and Component Units of the County, as needed, and at the discretion of the County Administrator.
Works with the County Administrator, Department Heads and employees of the County to plan, organize, and implement programs on matters affecting assigned areas of responsibility; provides operational and project management oversight for assigned areas of responsibility; reviews results of major projects, studies, master plans, etc., and coordinates the preparation of reports, presentations and recommendations; briefs the County Administrator on matters of concern and presents program proposals for approval and submission to the Board of Commissioners.
Assists in developing and managing the county budget, monitoring expenditures, analyzing financial data, and identifying cost-saving measures; and foster collaboration among cross-functioning departments and the County Administrator to guarantee budget and capital improvement plan goals and objectives are achieved.
Provides support to County Administrator by performing a variety of administrative and public relations tasks.
Serves as a liaison between the County Administrator and the community by assisting with community projects, presenting programs to community groups, civic organizations and others, and by responding to inquiries or complaints from members of the public.
May be responsible for representing the County Administrator at various functions such as committees, task forces and citizen forums, and serving in specific roles for the same, as needed.
Conducts research and prepares special reports on policy matters of interest, evaluating the impact, and presenting recommendations to the County Administrator and Board of Commissioners; including local ordinances, state and federal laws, county policies and procedures, and other policy initiatives as necessary.
Attend staff meetings and conferences to provide assistance and make recommendations to the County Administrator on various matters concerning the County.
Keeps abreast of the general affairs of the government to remain sufficiently informed in the event the incumbent is required to substitute for the County Administrator.
Coordinates personal and professional schedules with the County Administrator to minimize occasions that both may be out of the community simultaneously.
Serves as County Administrator during temporary absence due to disability, annual vacation leave, overnight/out of state travel, and short-term vacancy.
Regular and predictable attendance is required.
When acting on behalf of the County Administrator:
Fulfills all duties and responsibilities assigned by the County Charter and Code of Ordinances.
Assures the professional, effective, and efficient operation of county services and assures that the Board members remain properly informed about the affairs of the government, developing agendas and conducting meetings as necessary.
Performs other duties as required.
MINIMUM QUALIFICATIONS REQUIRED:
Five (5) years of progressively responsible professional, managerial, supervisor, and administrative experience in government functions, services, or operations.
Bachelor’s degree in business administration, public administration, or related field.
Applicable master's degree preferred.
Any equivalent combination of education, training, and/or experience.
Knowledge, Skills, and Abilities:
Knowledge of theories, practices, and procedures and of public administration with particular emphasis on local government organization, functions, administration and operations.
Knowledge of local government structure and operating procedures including but not limited to budgeting, finance, growth management, public safety, public works, etc.
Ability to interact with board members, department heads and the general public effectively.
Ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines.
Ability to analyze data, identify trends, and make informed recommendations.
Demonstrated ability to lead and motivate teams, foster collaboration, and encourage solving problems among departments in direct and indirect supervisory authority.
Knowledge of relevant federal and state laws, local codes, and department and/or county policies.
Knowledge of the procedures of the County Commission.
Skill in organizing and presenting, in written and oral form, statistical, financial and factual information.
Skill in organizing and supervising the work of others.
Skill in analyzing and solving problems.
Ability to establish priorities and organize work.
Ability to operate a personal computer and calculator.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.
Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are frequently required to be on-call and work irregular hours.
Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
