JOB SUMMARY:

The GIS Manager manages and coordinates the development, deployment, use, and maintenance of GIS and Accela Civic Platform technology, data, and services throughout Hall County and Gainesville departments and agencies.  Performs highly responsible administrative, technical, and managerial tasks necessary for the development and operation of the Geographic Information System.  Direction is received from the Planning Director.

MAJOR JOB RESPONSIBILITIES:

  • Oversees and manages the development, operation and maintenance of the Geographic Information System; including software and hardware acquisition, data acquisition and maintenance, standards compliance, database administration, and related system analyses and programming.
  • Plans, coordinates and oversees the development, implementation, and administration of the Development Services Software, Accela Civic Applications.
  • Plans, coordinates and oversees the integration of the Development Services Software data and other city and county databases with the enterprise GIS System.
  • Manages phased implementation of GIS; coordinates selections and management of vendors/consultants; manages quality assurance/quality control of GIS data layers and program implementation.
  • Manages the operation and maintenance of the countywide Addressing system.
  • Supervises professional and technical GIS and Addressing staff, including GIS Database Administrator, GIS Specialist, Technicians, consultants and contractors; assigns, schedules, and coordinates staff workloads in accordance with project requirements and priorities.
  • Coordinates the selection and hiring of GIS and Addressing staff; evaluates staff performance and takes necessary corrective action.
  • Provides guidance and support to other city and county departments and agencies in determining GIS needs and developing applications and processes to meet departmental goals; consults with department managers in utilizing specialized functions in the GIS program to achieve departmental goals.
  • Projects, prepares, and monitors section budget and expenditures; prepares required governmental records and reports.
  • Consults with related industry representatives on complex programming problems and methodology as appropriate.
  • Performs professional research and analysis work utilizing GIS; prepares maps and other GIS analysis reports as requested by various departments for projects and/or presentations.
  • Develops and regularly updates a strategic plan to guide GIS development and budgetary considerations.
  • Represents the County on GIS issues; conducts presentations; serves as subject matter expert on the GIS program; provides leadership in the deployment of GIS technology.
  • Performs other related duties as required by the Planning Director.

MATERIALS AND EQUIPMENT USED:

ESRI’s ArcGIS Enterprise Software, Accela Civic Platform, Microsoft software, printers/plotters, Personal Computers, Workstations & Servers.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's Degree in Geography, Computer Science, Planning or related field; and at least four (4) years of progressive and supervisory experience managing GIS programs; or an equivalent combination of training, education and experience. 

Licenses and Certifications;

Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

GISP Certification preferred.

Knowledge, Skills and Abilities:

  • Knowledge of ESRI GIS software products including ArcGIS Enterprise Software.
  • Knowledge of Accela Civic Platform configuration and functionality.
  • Knowledge of theory, principles and practices of geographic information systems, including computer graphic overlays and models for computer analysis.
  • Knowledge of the principles of cartographic technology and GIS application software.
  • Knowledge of ERSI software programming languages, including Python and Arcade.
  • Skill in reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats, including raster and vector data.
  • Knowledge of database design, systems integration, and documentation of data sets.
  • Knowledge of principles and capabilities of computer systems, including networked environments and peripheral devices.
  • Skill in translating user requests and developing alternatives for generating geographic information in map and tabular form.
  • Skill in assessing, analyzing, identifying and recommending solutions to problems.
  • Ability to read parcel, zoning, contour maps and legal descriptions.
  • Ability to establish and maintain effective working relationships with department officials, related industry representatives and other employees. 
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Ability to prepare and present a variety of concise reports for oral and written presentation.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Skill in working within deadlines to complete projects and assignments.
  • Ability to deal courteously and diplomatically with the general public.

ADA Minimum Qualifications:

Physical Ability:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.   Duties include the ability to use a personal computer.

Sensory Requirements:  Tasks require the ability to communicate orally.

Environmental Factors:  Essential functions are regularly performed without exposure to adverse environmental conditions.
