Position Summary: The Project Manager/Solutions Architect for the Clerk of Court is responsible for overseeing the development, implementation, and support of IT systems and special projects to enhance the functionality of information systems and overall office operations. This includes managing case management software, electronic real estate filing, civil and criminal e-filing, accounting, and payment systems, as well as the imaging, security and retention of electronic records. The role requires close collaboration with office staff to optimize software utilization and ensure efficient workflows. Reporting directly to the Clerk of Court, this at-will position is an integral member of the office’s management team.
Key Responsibilities:
- Project Management: Coordinate daily project activities, set priorities, and oversee progress. Provide technical expertise and support to staff, troubleshooting complex issues as they arise.
- Technology Strategy & Oversight: Design, supervise, and evaluate all technology projects, providing direction on court and real estate technology training. Stay current on relevant legislation and technology updates from Georgia state authorities and vendors.
- Collaboration with County IT Department: Serve as the primary liaison with County MIS and CIS teams, managing the configuration, installation, and maintenance of the office’s information systems. Work with MIS/CIS to ensure compatibility with county network standards.
- Procurement Support: Coordinate the acquisition of hardware and software in partnership with MIS/CIS. Provide input on product recommendations, purchases, and vendor negotiations to ensure cost-effective and operationally sound solutions.
- System Management: Oversee the functionality and compliance of various software systems, such as CMS360/ICON, GOVOS, and Kofile. Ensure adherence to legal standards for data storage, retrieval, and retention.
- Website & Online Services: Manage the Clerk of Court’s online presence, including payment portals, property searches, attorney access, and informational links.
- Stakeholder Communication & Compliance: Serve as the primary contact for the Clerk of Court with various Georgia state agencies. Maintain compliance with data reporting requirements and stay updated on procedural changes.
- Security & Data Integrity: Implement and monitor security measures for all electronic systems, safeguarding sensitive court, real estate, jury, and financial data.
- Consultation & Emergency Response: Advise the Clerk of Court on technical issues and respond to emergencies affecting data integrity.
- Process Improvement & Reporting: Identify and recommend operational enhancements. Analyze data, generate reports, and monitor trends to drive improvements in office technology and processes.
- Compliance & Policy Adherence: Ensure all systems and processes align with Georgia state regulations, policies, and standards.
Minimum Qualifications
Education: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a closely related field.
Experience: Minimum six (6) years of experience in court-based case management systems, systems analysis, programming, systems administration, technical support, project management, and staff supervision; or an equivalent combination of education and experience.
