DIRECTOR OF OPERATIONS – HAMBURG VOLUNTEER AMBULANCE COMPANY, INC

Hamburg Volunteer Ambulance Company, Inc. is a 501(c)3 not-for-profit providing Emergency Medical Services within the Town of Hamburg.

The Director of Operations is responsible for the day-to-day operational management of the ambulance service. The immediate function of this role will be to ensure the Certificate of Need (CON) application is completed (the Company is currently operating under a Municipal CON). This position involves managerial, administrative, supervisory, and specialized work functions. The Director of Operations reports to the Board of Directors.

Essential Functions
- Assist the Board of Directors with planning, organizing and directing all aspects of the agency.
- Develop, implement, and monitor day-to-day operational systems and processes to provide visibility into the goals, progress, and obstacles of key initiatives in accordance with the company vision and mission.
- Ensure agency compliance with New York State regulations, including Part 800, and related laws and regulations.
- Collaborate with the Board and Officers on areas such as personnel, finance, and general
administration.
- Supervise and assign work to paid operational personnel.
- Develop performance evaluations for paid operational personnel.
- Assist with the training and development of pre-hospital providers in conjunction with the Town of Hamburg Fire Chiefs’ Association EMS Enhancement Committee.
- Assist in developing contracts and agreements for mutual aid ambulance services in coordination with the Town of Hamburg Fire Chiefs’ Association EMS Enhancement Committee.
- Perform paramedic or EMT duties when staffing requires.
- From time to time, assigned special duties by the Board of Directors. This job description is not all-inclusive statement of every task required of this position, but is a fair representation of the great majority of the work.

Knowledge and Competencies
The ideal candidate will have the following:

- Thorough knowledge of methods and techniques for providing on-site Emergency Medical Services.
- Thorough knowledge of modern EMS principals, procedures, techniques, and equipment.
- Knowledge of applicable laws, rules and regulations in the administration of municipal
ambulance services
- Knowledge of medical physiology, medical terminology, the assessment and management of medical and trauma emergencies;
- Knowledge of the routine maintenance and minor repair of ambulance equipment used in delivery of EMS
- Knowledge of budget preparation and personnel administration;
- Ability to plan and schedule work, including required staff, equipment, and supplies. Use computer applications such as spreadsheets, word processing and e-mail.
- Ability to supervise, mentor and instruct subordinate staff members.
- Ability to coordinate activities and functions.
- Ability to establish and maintain effective working relationships with a diverse constituency.
- Maintain integrity and good judgement at all times.
- Shows initiative and resourcefulness.
- Willingness to work varied required shifts based on operational needs for 24/7 response
delivery.
- Strong oral and written communication skills.
- Ability to walk over rough or uneven surfaces, bend and stoop, work in confined spaces and lift or carry heavy items over 50lbs.
- Great perception of color, sound, odor, depth, texture, and vision.

Requirements:
- NYS Department of Health Emergency Medical Technician – Paramedic certification at the time of application and must maintain such certification for the duration of employment and all credentials to be eligible to be an online Paramedic with WREMAC.
- Valid Class D New York State Drivers’ License at the time of appointment and maintain such license for the duration of employment.

Minimum Qualifications & Experience:
A) Graduation from a regionally accredited or New York State registered four (4) year college or university and six (6) years of experience as a paramedic/EMT of which two (2) years shall have been in administrative capacity; or

B) Graduation from high school or possession of a high school general equivalency diploma and ten (10) years of experience as a Paramedic/EMT, including two (2) years shall have been in administrative capacity; or

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Preferred Qualifications:

- Completion of an advanced degree from a regionally accredited college or New York State registered college or university.
- NYS Certified Lab Instructor or Certified Instructor Coordinator.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the above requirements.

Pay
Commensurate based on experience, knowledge and qualifications. This role is anticipated to start as Part-Time (benefits eligible) and evolve into a Full-Time position.
