Job Title: District Administrator (Special Education Supervisor and 504 Coordinator)
The Special Education Director and Section 504 Coordinator is responsible for planning, implementing, and monitoring all special education and Section 504 programs and services within the district. This role ensures compliance with state and federal laws, provides leadership and support to staff, and works collaboratively with school teams, families, and the community to meet the diverse needs of students.
QUALIFICATIONS:
Bachelor’s Degree
Master’s Degree in Special Education, Educational Leadership, or a related field (required).
Arkansas Special Education Supervisor License Required (License Code: 190, 341, 282, or 320)
Arkansas Administrator Licensure (preferred).
Special Education Teaching Licensure (preferred).
3-5 years of experience as a special education teacher or building administrator OR 3-5 years of experience as an LEA Supervisor or an assistant LEA Supervisor
Citizenship, residency, or work visa required
An understanding of teaching and the duties of a teacher as an educational leader

ESSENTIAL DUTIES, FUNCTIONS, AND RESPONSIBILITIES:
Special Education Responsibilities
Oversee the district's development, implementation, and evaluation of special education programs.
Experience with due process paperwork, timelines, annual reviews, and interpretation of test results for students with disabilities.
Ensure compliance with the Individuals with Disabilities Education Act (IDEA) and state regulations.
Supervise and support special education teachers, paraprofessionals, and related service providers.
Monitor Individualized Education Plans (IEPs) to ensure they are properly developed and implemented.
Conduct audits and maintain records to meet reporting and accountability requirements.
Manage the special education budget, including state and federal grants.
Provide professional development and training for staff on best practices, legal compliance, and effective strategies for serving students with disabilities.
Serve as a liaison between the district and state agencies regarding special education policies and updates.
Address parent concerns and mediate disputes regarding special education services.
Section 504 Responsibilities
Coordinate and oversee the district's Section 504 program to ensure compliance with Section 504 of the Rehabilitation Act.
Facilitate the development and implementation of 504 Accommodation Plans for eligible students.
Train staff on Section 504 requirements, eligibility determination, and plan development.
Maintain accurate records and ensure timely annual reviews of all Section 504 plans.
Serve as a point of contact for families regarding Section 504 eligibility and accommodations.
Investigate and resolve grievances related to Section 504 compliance.
General Administrative Duties:
Evaluate all special education teachers using the DESE Educator Effectiveness System.
Collaborate with school administrators to ensure all programs align with the district’s mission and goals.
Analyze data to evaluate program effectiveness and improve student outcomes.
Participate in district-level strategic planning, policy development, and decision-making.
Communicate effectively with parents, staff, and community stakeholders about special education and Section 504 services.
Stay updated on trends, research, and legislative changes affecting special education and Section 504 compliance.
Take all necessary precautions to protect students, equipment, materials, and facilities.
Maintain awareness and understanding of the district’s crisis management plan.
Participate in professional development activities.
Complete and submit forms and required reports promptly.
Communicate regularly with parents regarding progress and other educational concerns.
Take steps to counteract prejudices based on race, religion, gender, age, disabilities, or personal attributes to foster a learning community, which respects all participants.
Report suspected abuse, neglect, discrimination, and harassment as directed by Board of Education policy.
Provide and accept constructive criticism for improvement.
Maintain a cooperative working relationship with parents and co-workers to support the school district's mission.
Maintain professional relationships with students.
Respond to administrative requests promptly.
Comply with all federal and state laws and district policies.
Comply with regulations as to hours of arrival and departure from school.
Perform other duties as assigned by the superintendent.

Pay: $60,000.00 - $80,676.00 per year
