As the Community Development Division Manager at Hamilton County, you will be at the forefront of driving transformative housing and community development initiatives that impact local governments, nonprofits, and residents alike. You will lead a passionate team to manage multi-million-dollar HUD-funded programs, foster public-private partnerships, and champion innovative solutions to enhance affordable housing and economic growth. Summary of Job Duties:
- Leads the Community Development division and oversees, plans, directs, and coordinates staff activities.
- Oversees policy and program development for HUD entitlement grants, including Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), Emergency Solutions
- Coordinates housing and economic development programs by developing strategies to stimulate private investment and foster public-private partnerships rant (ESG), CDBG-CV, HOME-ARP, and other federal program funds.
- Provides programmatic oversight of community development activities across 43 participating local governments, nonprofit providers, contractors, and developers.
- Manages sub-recipients and contractors by conducting programmatic risk analyses, providing procurement training, ensuring prevailing wage compliance, engaging in Minority Business Enterprise (MBE) outreach, maintaining Section 3 compliance, and performing regular monitoring.
Minimum Qualifications:
- Bachelor’s Degree in Public Administration or related field.
- Five (5) years of directly related experience, including contract and grant administration, and HUD regulations and management
- at least two (2) years of experience must be in a supervisory capacity.
- demonstrated knowledge and expertise in government regulatory requirements, government structure and process, housing and economic development policies and practices, and government or urban planning.
- An advanced degree in the area of specialization may substitute for one (1) year of experience.
