The purpose of this job is to provide exceptional Human Resources services to Hamilton County administrators and managers, including employee relations, selection and onboarding, promotions, transfers, performance evaluation, and investigations. The HR Business Partner will work with a specific Hamilton County learning community and/or department in order to recruit, develop, and retain a high performing workforce in order to meet the operational objectives and strategic business goals for Hamilton County Schools. |
Responsibilities
- Creates a customer-focused climate and provides quality services and support to schools, school administrators, HCS departments, managers and other stakeholders.
- Reviews applicants’ background and experience for matches to specific job-related requirements, makes job offers, and oversees HR generalists in making job offers. Develops contract terms for new hires, promotions and transfers.
- Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations. Documents investigations and provides recommendations to senior leadership.
- Maintains an in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring compliance. Partners with the legal team as needed. Ensures compliance with district, state, and federal policies, regulations, and laws, where appropriate.
- Analyses trends and metrics in partnership with the HR team to develop solutions, programs and policies.
- Provides coaching and guidance to administrators and managers regarding employee performance.
- Meets proactively with assigned administrators and managers. Reviews human capital data with administrators and managers.
- Works collaboratively with school administrators to assist in the evaluation process for teachers and assigned staff in accordance with district and state guidelines.
- Works with various stakeholders and employees to improve work relationships, build culture and morale, and increase employee productivity and retention.
- Consults with the Chief of departments and/or Directors, State Department of Education, school officials, administrators, and other officials to review operations/activities, to review/resolve problems, to receive advice/direction, and provide recommendations.
- Coordinates the planning, developing, and implementing of programs, policies, and procedures for assigned areas to ensure the most effective utilization of resources to support the vision and mission of the school district.
- Provides HR policy guidance and interpretation.
- Identifies training needs across the organization and works with stakeholders to implement training.
- Evaluates effectiveness of operations and programs in assigned areas; identifies and recommends improvements or enhancement.
- Develops and implements long and short term plans, goals, and objectives for assigned areas.
- Follows established procedures for ensuring assigned areas are safe.
- Communicates through the proper channels to keep supervisor and other appropriate personnel informed of impending problems or events of unusual nature.
- Works collaboratively with supervisor, administration, employees, students, and other stakeholders.
- Provides back-up support to HR directors as needed.
- Attends work and arrives to work on time.
- Maintains confidentiality.
- Adheres to the Teacher Code of Ethics as defined by Tennessee Law.
Qualifications
Knowledge/Education/Experience:
- For professional applicants, a Bachelor’s degree in Human Resources or a related field is required. Master’s degree preferred. For Certified applicants, an Administration and Supervision and Tennessee Administrator’s License is preferred.
- Eight (8) years proven work experience that includes human resources experience or successful school leadership experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) certification is strongly preferred.
- Working knowledge of multiple HR disciplines, including compensation practices, employee relations, diversity, performance management and federal and state respective employment laws.

- Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances and policies.
- Ability to acquire a thorough understanding of the organization’s hierarchy, jobs, qualifications, compensation practices, and administrative practices.
- Proficient with Microsoft Office suite and related software. Ability to acquire a thorough understanding of the enterprise HRIS software.
Compensation:
Salary is based on a combination of relevant education and experience.
