DEFINITION: Under executive direction, exercises operational control of the Hamilton County Jail, the correctional staff, inmates, visitors, volunteers, and other persons conducting business with and within the facility. The major objective is to maintain a stable, coherent, and predictable facility where inmates and staff are relatively safe, conditions are humane, and the facility is sanitary; and performs related duties as assigned.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this classification.)
TASKS: Meets with section heads to keep lines of communication open and gives direction to the section heads; shares strategies, goals and objectives; reviews mail, incident reports, use of force reports, statistical information, shift log books; responds to inmate grievances; gives appropriate guidance or direction on identified issues and various documents; takes action on disciplinary appeals, tours posts, programming areas, inmate housing areas; performs “management by walking around.”
Monitors policy compliance; keeps in touch with issues important to staff and inmates; meets with key staff and external agencies on matters such as budget, personnel, physical plant, programming, security, supplies, food service, and health care; meets with the general public to discuss a variety of issues.
Drafts, reviews, and approves policy and procedures; posts orders and memoranda; reviews internal and external audits and plans and/or approves corrective courses of action; meets with standards compliance section to discuss and assess facility compliance with new statutes, Tennessee Corrections Institute, American Corrections Association, and National Commission of Correctional Health Care Standards; conducts briefings and tours of jail operations; attends meetings with various agencies; conducts training and leadership discussions with Corrections Division personnel.
Interviews prospective employees; monitors progress of criminal investigations; plans for critical incidents; reviews status of inmates housed in segregation areas; provides staff development and training opportunities for staff improvement; maintains currency of professional standards; participates in seminars, workshops, and professional associations to keep current on latest trends such as National Commission on Correctional Health Care Standards for Health Services in Jails.
Conducts media interviews and testifies in court before committees on jail operations; maintains responsibility for the transport program of Hamilton County citizens committed for mental health reasons by Crisis Response Teams.MINIMUM QUALIFICATIONS: Per Civil Service Manual (CSM) 804 Special Register, the candidate must have either
- a bachelor’s degree or higher from an accredited college or university with a major in Criminal Justice or Public Administration and eight (8) years correctional facility experience including a minimum of five (5) years at the command executive leadership role, or
- a bachelor’s degree or higher from an accredited college or university with a major in Criminal Justice or Public Administration and eight (8) years law enforcement experience including a minimum of five (5) years at the command executive leadership role, or
- thirteen (13) years correctional institution experience including five (5) years at the supervisory level or higher, or
- thirteen (13) years law enforcement experience including five (5) years at the supervisory level or higher.
Knowledge of the American Correctional Association’s Standards for Adult Local Detention Facilities.
Knowledge of the Tennessee Corrections Institute Minimum Standards for Local Correctional Facilities.
Knowledge of the National Commission on Correctional Health Care Standards for Health Services in Jails.
Knowledge of the principles and practices correctional institutions.
Knowledge of the criminal justice system as it relates to correctional institutions.
Knowledge of the inner workings of the courts systems in Tennessee.
Knowledge of fire and life safety codes
Skill in maintaining one’s personal and professional standards.
Skill in interacting with people of different social, economic, and ethnic backgrounds.
Skill in maintaining objectivity and confidentiality in dealing with inmates.

Per CSM, law enforcement experience means graduated from a basic police academy and have peace officer standards and training (POST) experience. Graduation from a recognized federal law enforcement academy may be considered in lieu of a state recognized law enforcement academy.
Graduation from the FBI National Academy (NA) or Northwestern School of Police Staff & Command (SPSC) can be substituted for the bachelor's degree.
PHYSICAL REQUIREMENTS: This classification involves work, both internal and external to the Hamilton County Jail, by a high administrator of the jail whose duties include the full appreciation of the possibilities of danger in a correctional facility. This classification includes the potential for exposure to blood-borne pathogens. The Hamilton County Sheriff’s Office promotes a drug/alcohol-free work environment through the use of pre-employment and random drug testing.
