REQUIRED EDUCATION AND EXPERIENCE:
1. Must have current certification as EMT-Paramedic or Licensed Paramedic by the Texas Department of State Health Services.
2. Minimum of five (5) years’ experience as paramedic level provider in a diverse ALS system.
3. Three (3) to Five (5) years of Management or Director Experience.
4. Three (3) to Five (5) years Emergency Management Experience.
5. Bachelor’s Degree (B.A.) or Advanced Degree from a four-year college or university.
General Description of Duties:
- Assumes overall accountability and responsibility for EMS operations as the administrator and supervisor of all EMS operations.
- Oversees emergency management for the hospital, serving as the Emergency Management Director.
- Performs administrative, technical, developmental, and evaluative work in long-term planning, implementation of EMS services, and hospital emergency management.
Duties and Responsibilities
EMS-Specific Responsibilities:
- Develops and evaluates EMS policies and procedures.
- Oversees EMS compliance with Texas EMS license requirements and other regulatory mandates.
- Maintains relationships with the Medical Director, regulatory agencies, and surrounding jurisdictions.
- Designs, implements, and oversees quality improvement programs for EMS.
- Manages investigations, disciplinary actions, and employee conduct.
- Prepares and administers the EMS budget.
- Reviews and evaluates department operations for efficiency and effectiveness.
- Coordinates EMS public education programs and represents the department at conferences and public meetings.
- Oversees orientation, in-service training, and ongoing professional development of EMS personnel.
- Monitors compliance with HIPAA and other legal and ethical standards.
- Attends advisory and commissioner meetings to provide updates and recommendations.
- Operate as the departments Designated Infection Control Officer.
Emergency Management Responsibilities:
- Develops, implements, and updates the hospital’s Emergency Operations Plan (EOP), ensuring compliance with federal, state, and local regulations, including FEMA and DNV Standards.
- Conducts hazard vulnerability assessments (HVAs) and ensures emergency preparedness for all identified risks.
- Plans and coordinates emergency drills and exercises, including interdepartmental and external agency collaboration.
- Oversees hospital-wide incident command system (ICS) training and ensures staff readiness for emergency activation.
- Acts as the primary liaison between the hospital and external emergency management agencies, including local Emergency Operations Centers (EOCs), public safety organizations, and regional preparedness groups.
- Coordinates mutual aid agreements and partnerships to strengthen community resilience.
- Develops and delivers hospital-wide emergency preparedness training and education programs.
- Leads the hospital’s response during disaster activations, ensuring effective coordination of resources and adherence to the ICS structure.
- Prepares detailed after-action reports (AARs) following drills and real incidents, implementing lessons learned into improved emergency management practices.
Supervisory Responsibilities:
- Provides oversight for all EMS personnel, ensuring alignment with department goals and standards.
- Directs the Assistant Chief and other managerial staff to achieve departmental and emergency management objectives.
- Oversees the hospital’s Emergency Preparedness Committee, guiding staff from various departments in achieving readiness goals.
