Hiring Salary Starting at $90,000

The Manager of Rail Systems Maintenance coordinates and oversees specific maintenance activities in Rail Operations. This includes planning, organizing, and implementing functions associated with the daily and long-term operation and maintenance of HRT's systems services. The Manager will provide direction and support to multiple staff employees and supervisors having responsibility over system signal and power distribution services ensuring that department functions are adequate to meet internal/external customer needs. This position will work closely with the Rail Transportation and Safety Managers.

Essential Job Functions:

  • Works to achieve departmental goals and objectives. Monitor progress towards established goals and reports results to the Director of Maintenance – Facilities and Rail.
  • Takes corrective action to achieve goals.
  • Ensure equipment is operational, serviced, and ready to meet daily service
  • Implements quality control measures. Develops and monitors systems for compliance to maintenance procedures and safety rules. Monitors maintenance of HRT assets maintained by external contractors. Ensures that quality and safety are integrated into all aspects of subordinate responsibilities.
  • Communicates effectively with the Director the results of LRT systems and/or LRV maintenance activities, and other relative information and to other Hampton Roads Transit personnel as necessary.
  • Assists in Ferry boat maintenance at the discretion of the Director.
  • Takes on the overall responsibility for the maintenance and repair of essential HRT equipment. This includes but is not limited to the following: Rail Data Communications, Rail Power, and Train Control Systems.
  • Evaluates and selects external consultants, contractors, and vendors based on project needs using various project procurement methodologies for companywide technical service projects.
  • Works with the Director to develop and manage the department budget. Provides input in the development of annual budget plans for programs, maintenance, capital project, equipment, and goals. Adjusts expenditure priorities as necessary.
  • Assists in the coordination of project activities with other internal departments to ensure their needs and expectations are met with regards to project designs, maintenance, and construction requirements.
  • Ensures that each department manager and/or supervisor has activity plans, SOPs, budgets, and test plans as required by HRT and/or local, state, or federal agencies.
  • Verifies that all stakeholders are satisfied with safety certification requirements.
  • Ensures that quality and safety are integrated into all aspects of their responsibilities.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations.

Required Knowledge, Abilities, and Skills essential to Job Functions:

  • Ability to communicate effectively in English both orally and in writing; must clearly and fluently speak and read the English language.
  • Proven ability to effectively work with others in an operating and unionized environment.
  • Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Rail and Systems maintenance.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software applications:

Microsoft Office, HRT’s Enterprise Asset Management (EAM) software for maintenance, and HRT’s Enterprise Resource Planning (ERP) software for finance.

Safety Responsibility:

Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely. Promote safety awareness by attending safety committee meetings and adhering to all safety procedures and policies. Actively conduct workplace hazard analyses for all employees to maintain a safe work environment. Encourage employee safety reporting program and communication of hazards to the Safety Department. Responsible for the timely mitigation of all unacceptable and undesirable safety risks. Accountable for safety performance within their functional area and achieving the agency’s safety goals.

Training and/or Education:

Bachelor's Degree in Business/Management. Technical Schooling and certifications in a related field also accepted.

Required Experience:

A minimum of five (5) years of progressively responsible experience in the management of Operating and Maintenance functions in a unionized transit, Military, and/or transportation system. A minimum of five (5) years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required. Must be skilled in written communication -OR- an equivalent combination of relevant education and experience. [HRT reserves the right to determine the equivalencies of education and experience.]

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

Special Requirements:

  • This position is classified as essential personnel.
  • Must be able to pass federal government background screening process for local military installation access.

Duties may require some seasonal overtime. Must be willing to work flexible hours as the operation of a Light Rail System requires running service during morning and evening rush hour periods as well as throughout the day and late in the evening; work outside normal business hours may be required.
