Hiring Salary $65,000

This position is responsible for overseeing the maintenance, repair, installation, and custodial duties at all HRT transit stops in the field, ensuring they are clean, safe, and well-maintained. The role includes supervising the Transit Stop Technicians; coordinating with field staff, contractors, and city officials; and facilitating the overall safety, appearance, and functionality of bus, light rail, and ferry transit stops. Additionally, the supervisor oversees transit stop amenity installation projects and provides quality assurance and control for all contracted services at HRT transit stops.

Essential Job Functions:

(Duties listed are not intended to be all inclusive nor to limit duties that might be reasonably assigned.)

  • Designates route and work order assignments to Transit Stop Technician staff and monitors their work in the field to ensure the successful completion of assigned tasks.
  • Accountable for the comprehensive maintenance and sanitation of all HRT transit stops, including those serving buses, light rail, and ferries, across the seven cities.
  • Supervises and leads a team of Transit Stop Technicians, ensuring effective and efficient execution of services at HRT transit stops. Conducts trainings, assigns projects/routes, and manages schedules of the Transit Stop Technicians. Performs needs assessments and initiates procurement requests for necessary supplies and equipment, including tools, raw materials, machines, and vehicles.
  • Orders and manages an inventory of replacement parts and glass panels for all transit stops.
  • Drives routes and inspects transit stops to conduct regular site inspections, perform routine services, and report issues.
  • Opens work orders in the EAM for any issues found while inspecting transit stops, delegates work to staff, and closes out work orders as completed.
  • Performs basic condition assessments of transit stops, to include recording inventory and taking photographs of all assets at each stop.
  • Performs installations, removals, maintenance, and repairs on transit stop amenities, to include cleaning and replacing broken shelter glass panels, and repairing or replacing broken and missing benches, trash cans, solar lighting, restroom dispensers, and bus stop signage.
  • Operates a wide variety of power and hand tools in performing maintenance and repair services, including hoists, power washers, paint sprayers, weed eaters, post diggers, and other similar equipment.
  • Removes graffiti from transit stop amenities using chemicals and pressure washing, as well as touching up paint as needed.
  • Maintains landscaping around passenger amenities, which may include grass cutting, shrub trimming, tree branch removal, weed control, and picking up trash from the ground.
  • Empties/cleans HRT trash containers and disposes trash in appropriate waste containers.
  • Pressure washes amenities and pavement around HRT transit stops as directed.
  • Performs cleaning and related activities such as removing snow or debris from sidewalks and stairs within 25 feet of transit stops and/or passenger amenities using hand-operated tools or small power equipment.
  • Manages Adopt-A-Stop program to include volunteer recruitment, scheduling installations and removals, as well as ordering and inventory of program supplies.
  • Addresses emergencies at transit stops, when necessary, which may include cleaning of biohazard waste (i.e., vomit, feces, urine, blood); applying limited pest control measures for bees/wasps, rodents, roaches and ants; and mitigation of dangerous conditions such as broken glass, exposed electrical wiring, or severely damaged shelters or other amenities.
  • Submits Facilities Maintenance work orders in the EAM when problems are identified and/or issues cannot be resolved in the field.
  • Scans QR Codes at each transit stop to report when cleaning and/or maintenance issues have been addressed.
  • Maintains an inventory of tools and supplies; performs daily, weekly, and periodic maintenance on assigned equipment; assists in maintaining a preventative maintenance schedule for equipment, including checking gasoline and fluid levels; and schedules regular oil changes, tune-ups and required maintenance on HRT owned vehicles.
  • Receives and responds to or refers customer complaints to the appropriate HRT staff.
  • Undertakes special projects as assigned by the Chief, Director, or Managers of the Engineering & Facilities Department, demonstrating flexibility and initiative.
  • Serves as a key liaison between HRT warehouses, light rail, bus, and ferry operations supervisors, facilitating effective communication and coordination on Transit Stop Maintenance issues.
  • Engages with Miss Utility and local government entities to manage clearances and right-of-way requirements for the installation of transit stop signs and amenities.
  • Coordinates with HRT’s Planning Department and other relevant stakeholders to ensure accurate placement and marking of transit stop signs and amenities.
  • Develops and maintains forms and documentation essential for the efficient management and upkeep of transit stop amenities.
  • Responds promptly to emergency maintenance needs, including the repair and cleanup of damaged or unsafe transit stop amenities, such as sign poles, signs, glass panels, benches, and shelters.
  • Performs tasks and maintains transit stop assets in compliance with safety and environmental practices and procedures, including all relevant federal, state, and local regulatory requirements and codes.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Performs other related duties as required.

Required Knowledge, Abilities and Skills essential to Job Functions:

Knowledge of maintenance and use of hand tools and electric/gas-powered equipment. Knowledge of cleaning methods and procedures. Ability to perform recurring tasks independently. Ability to follow written and oral instructions. Must demonstrate satisfactory communication skills (both verbal and written) and be able to perform basic math. Ability to operate a vehicle. Ability to tow a trailer with heavy equipment. Ability to safely use and operate a pressure washer. Ability to operate and safely use lawn care equipment. Ability to oversee work performed by cleaning contractors and provide effective oral communication.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software applications:

Ability to use computers is required, including maintenance management software (EAM), Microsoft Outlook, Word and Excel.

Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

Any combination of education, training, and experience which demonstrates the ability to perform the duties and responsibilities as described, including general maintenance/cleaning, contract/contractor oversight, and/or employee supervision experience. Associate’s degree or equivalent.

Required Experience:

Minimum 3 years working in public transit general maintenance and/or cleaning related work with leadership/supervisory experience.

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
