Hana Engineers and Consultants, LLC is seeking to hire a part-time independent contractor Construction Inspector to support Hana’s construction management services group related to the General Services Administration (GSA) parking lot resurfacing and construction oversight services for a project in Martinsburg, West Virginia. This position is an in-person position where the independent contractor will work onsite.
Duty Location(s): The immediate duty location is expected to be in Martinsburg, West Virginia.
Position Overview: The Construction Inspector (CI) will serve as GSA’s onsite representative to ensure that products and processes meet quality standards/requirements that are established by construction documents and specifications. The CI will inspect and verify that the contractor’s quality control system adheres to contractual requirements and guidelines.
Primary Responsibilities:
- Independently inspect and oversee project inspection activities of roadways, structures, and parking lots.
- Monitor contractors and schedules to ensure quality control and contract compliance of moderate construction projects.
- Apply knowledge and experience to inspect roadways using WV DOT standards, specifications, and procedures.
- Apply engineering principles in the inspection and documentation of construction activities.
- Review and monitor documentation and compliance with contract documents.
- Maintain comprehensive project records and documentation using the customer management software.
- Oversee and document testing of materials.
- Apply Best Management Practices to safety activities.
- Communicate with various stakeholders, including General Contractors, customers, and end-users.
- Assist with the development of change orders, investigations, and field estimates.
Required Qualifications:
- Applicant shall have extensive experience performing field inspections of the full range of construction activities necessary to construct the project and support necessary contract administration tasks.
- Applicant must have 5 to 10 years of experience in civil construction and/or asphalt fieldwork activities.
- Applicant must have a minimum 3 years of quality assurance/quality control experience in the construction industry.
- Familiarity with industry quality standards and regulations.
Preferred Qualifications:
- Experience with WV DOT projects.
- Certification in Quality Management, such as Certified Quality Engineer (CQE), Construction Quality Manager (CQM), OSHA-30
- Experience with Microsoft Office, Bluebeam, RSMeans Data

Starting pay = $45.00 - $65.00 per hour depending on experience.
