JOB DESCRIPTION

Position Title: Director, Humane & Shelter Operations

Department: Humane & Shelter Operations

Reports to: County Administrator

Supervises: Animal Control Officer, Field Officers, Animal Shelter Staff

SUMMARY:

Responsible for the day-to-day management of the Hancock County Animal Shelter & all humane investigations. This includes oversight of Shelter staff, ACO and field officers to ensure maintenance of sanitary and humane conditions for all animals; monitoring the health (mental and physical) and progress of all animals; confirming all available space is effectively utilized; planning and implementation of humane action plans for all animals; overseeing all organizational functions; coordination of all programs and services; directing organizational development and fundraising; and representing the Hancock County Animal Shelter to the public as needed in support of the Shelter’s mission.

WORKING CONDITIONS:

While performing the duties of this position, the employee regularly works both indoor and outdoor in all weather conditions. The employee is frequently exposed to loud noises from animals. The employee may occasionally work in high, precarious places, steep slopes and on ladders. The employee is occasionally exposed to extreme heat and cold as well as other types of inclement weather conditions, fumes, or airborne particles, and toxic or caustic chemicals. The employee is required to wear personal protective equipment under appropriate circumstances.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Lead and manage fundraising. Be the face of the Hancock County Animal Shelter and cultivate relationships with major donor prospects, including individuals, corporations, and foundations.

· Develop and maintain strong relationships with donors, volunteers, the community, officials, law enforcement, community organizations, rescues and other resources while building trust amongst all.

· Promote and maintain a favorable image in the community at large through effective public relations and by responding to community needs.

· Enforce local and state laws and ordinances concerning the care, use, treatment, selling, licensing, and impounding of animals.

· Develop, implement, and enforce all organizational policies and procedures.

· Serve as liaison between shelter staff, animal control officers and field officers and the Hancock County Commission.

· Respond to all humane situations as reported by emergency dispatch, Law Enforcement Officers, CPS, or the community at large, assigning appropriate resources as the employee deems necessary.

· Ensure all duties of Animal Control Officers are carried out with humanity and professionalism compliant with Hancock County Animal Shelter and County standards.

· Offer strategic insight and suggest actions that will advance Hancock County Animal Shelter’s effectiveness, interest, and mission.

· Develop, implement, and evaluate objectives and goals.

· Investigate and follow through with any humane cases or complaints regarding the care and welfare of animals.

· Provide information to the public regarding available resources and follow up with individuals who contact the Hancock County Animal Shelter.

· Oversees and pursues grants, awards, and designations for all departments under roles scope to create funding opportunities.

· Maintains employee results by coaching, counseling, and disciplining and by planning, monitoring, and appraising job results.

· Provide leadership, motivation, and direction for all employees and volunteers.

· Responsible for hiring, training, motivating, coaching, promoting, supervising, and terminating employees.

· Oversee that assets are properly preserved and utilized while implementing control and reporting procedures.

· Ensure all services are provided in an effective, efficient, and professional manner.

· Evaluate monthly and quarterly financial statements to enhance efficiency.

· Address and resolve complaints, creating a tracking system to spot trends or issues of concern.

  • Ensure proper use, storage, maintenance of equipment assigned to HCAS and Animal Wardens – i.e., truck supplies, animal-related equipment, electronics (phones, iPads), radio communication system, duty / personal equipment & humane animal traps.
  • Resolve employee, volunteer, and customer work related issues and complaints.
  • Provide humane education to community and continually expand community awareness of program services and value to the community.
  • Foster volunteerism and maintain a positive environment and provide needed information and support to volunteers.
  • Attend continuing education as needed to stay current with shelter and humane issues.
  • Develop and maintain a positive work environment and foster effective teamwork among staff.
  • Ensure staff are continually researching new and innovative ways to adopt hard-to-place animals.
  • Certify yearly for CAET.
  • Supervise and approve the procurement of equipment, materials, and supplies.
  • Prepare and develop reports for the Hancock County Commission regarding recommendations for change and improvements of operations.
  • Maintain accurate shelter records and reports.

· May assist other departments as needed.

· Perform other duties as assigned.

  • Ability to communicate, interact and work effectively and cooperatively with others.
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate person(s).

PHYSICAL ABILITIES:

· Ability to lift or carry objects weighing up to 50 pounds and occasionally lift and carry objects weighing up to 100 pounds.

· Ability to handle strong, large animals.

· Ability to perform physical labor requiring continual and repetitive use of large motor skills to stand, walk, sit, bend, stoop, crawl, crouch, shovel, push, pull, twist, turn, stretch, reach, and continual and repetitive use of fine motor skills and manual dexterity.

· Ability to work around equipment that generates noise, vibration, and heat.

EXPERIENCE:

  • Demonstrated experience in a similar role.

EDUCATION:

· Bachelor’s Degree or equivalent experience.

LICENSE:

  • Valid Driver's License.
  • CAET certification.
  • CE as required.
