Job Duties/Scope Of Work
Job Summary:
This position plays a key role in supporting the Business and Prime Contracts Administration (BPCA) organization. The position will report to the Vice President of BPCA. BPCA includes Procurement (other than Construction Projects), Cost Estimating, Prime Contract Administration and Projects Program Management. The Project Specialist will provide support to each organization within BPCA. Activities will include day-to-day assistance to the Vice President, Directors and Managers within BPCA. Activities will also include: Supporting the development, review and approval of cost estimates; supporting the management and updating of all BPCA administrative procedures and processes; development and maintenance of various metrics for the organization; supporting the development of contract change proposals, requests for equitable adjustment and other Prime Contract actions; support requests by the Procurement and Project Program Management organizations.
Essential functions/job duties of this position include:
- Under direct supervision, assists with planning, expediting, organizing, implementing and performing technical, financial and administrative duties in support of BPCA roles, responsibilities, authorities and accountabilities.
- Performs a variety of administrative and/or technical tasks, as assigned by the Vice President of BPCA.
- Leads and/or supports the development of formal and informal transmittal of information and deliverables to the U.S. Department of Energy, Hanford Field Office.
- Leads the efforts to ensure BPCA input into various reports (monthly, Performance Evaluation and Management Plan, Special Emphasis Area, etc).
- Manages the Hanford Mission Integration Plan of Action with Milestones: Contractor Work Planning SharePoint site.
- Researches and gathers audit information and data, implements process improvements, develops and modifies procedures and policies.
- Lead and/or support duties assigned by the Project Program Management Director (PowerBi development, process improvements).
- Compiles Proposal and Requests for Equitable Adjustment information and provides drafts for review .
- Collaborates with technical experts and management to document change proposals and estimating basis.
- Monitors and updates (on a regular basis) the Contracts Management and Estimating SharePoint sites and landing pages on the intranet.
- Works with other estimating professionals to identify FAR-based pricing sources, preparing source information files and documentation.
- Assists the organization in the development and maintenance of its administrative procedures.
- Support development of reports for the organization.
- Oversight of business applications.
- Assisting with special research projects for audit related recommendations.

- Manages multiple projects and activities, at varying levels of complexity, to improve, streamline, and automate work processes.
- Demonstrates problem solving, analytical and technical troubleshooting skills.
- Successfully manages priorities, special projects, deadlines, and routine workloads.
Basic Qualifications
*Bachelor's degree in business-related field and 1 years of related Project/Business experience - OR - an equivalent combination of education and experience.
- The successful candidate must be well organized with an attention to detail.
- Must be able to maintain a positive attitude with a willingness to take a variety of assignments.
Desired Qualifications
*Familiarity with the day-to-day operations of BPCA
- Familiarity with Correspondence Control
- Ability to meet deadlines and produce high quality results.
- Ability to obtain Buyer's Technical Representative Qualification within six months of being hired
- Ability to become an HMIS qualified procedure writer within six months of being hired
- Proficient in Microsoft Office.
Compensation & Benefits
Grade 14: $72,925 to $91,975
Grade 15: $80,225 to $101,175
Grade 16: $88,200 to $111,100
