Job Duties/Scope Of Work
The Vulnerability Assessment (VA) Analyst completes the broad range of activities necessary to demonstrate the protection of Department of Energy (DOE) assets at Hanford meets or exceeds policy requirements established by the Secretary of Energy. The security analysis is documented in the Hanford Vulnerability Assessment Report (VAR), Security Risk Assessments (SRA), and the Hanford Site Security Plan (HSSP). The VA Analyst uses a broad range of complex tools to complete the security analysis including multiple software simulation tools for pathway analysis and combat simulations. The VA Analyst uses explosive analyses, designs performance tests, recommends physical and tactical upgrades for the site, and analyzes threat capabilities to determine the most effective security measures for Hanford deployment.
Conducts assessments in support of the Safeguards and Security (S&S) Program Management & Analysis Organization to identify vulnerabilities that require corrective measures. Collects and analyzes data describing the physical and operating characteristics of the SAS program at Hanford. Analyzes Nuclear Material Control and Accountability (NMCA) operations, Physical Security, Protective Force and Security Systems functions. Reviews and updates the Site Security Plan, Site-wide analytical basis and oversees all security planning processes.
The VA Analyst must be able to communicate effectively with mid-level personnel and senior management of both contractor and Federal organizations and use a variety of security analysis tools to complete all work to standards. The VA Analyst solves problems that are highly complex, diverse, and impact the organization requiring the best solution from a range of possibilities. The analyst is responsible for development of innovative solutions, integration and coordination of specialties and staff, and the application of significant judgment and knowledge. Basic Qualifications
*Bachelor's degree and 8 years of related experience or an equivalent combination of education and experience.
- Requires skills in effective integration, systems thinking, planning, writing, organization, communication, and directive/procedure compliance.
- Experienced with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Experienced with software tools that support data analytics, metric development and risk management.
- Excellent verbal and written communication skills with a demonstrated ability for writing concisely and clearly is required.
- Strong interpersonal communication skills are required to communicate with clients, customers, stakeholders and organizations to resolve conflict, negotiate, and deliver presentations.
- The ability to work in a team environment is also considered essential in this position.
- Must have demonstrated a history of meeting deliverable schedule dates with high quality products, and the ability to perform independently and achieve desired results with little supervision.
***Must be able to obtain and maintain a "Q" Clearance. Any offer of employment is contingent on the applicant passing a background investigation. Desired Qualifications
*Degrees in a security related discipline (e.g. criminal justice, security management, industrial security) or engineering/science (e.g. engineering, nuclear, chemical, mechanical, electrical, industrial, physics, mathematics, computer science, etc.) disciplines are strongly preferred.
- Candidates with Protective Force, Performance Testing, Nuclear Material Control and Accountability, and/or Physical Security Systems experience are preferred.
- Candidates with knowledge/experience in chemical processes, nuclear criticality safety, and/or hazardous material consequence analysis and blast effects are also highly desired.
- Project management experience balancing cost, schedule, and quality among multiple competing priorities is highly desired.
- Experience with and knowledge of facility operations, enriched uranium processes, mission engineering, and/or production operations is preferred.
- Knowledge of the primary components and objectives of the Design Basis Threat Policy is desired.
- Ability to complete DOE courses, such as: VAC-200 (VA Fundamentals), PPC-100DE (Physical Security Systems Overview).
