Job Duties/Scope Of Work
Under the general supervision of the Operations Manager, the First Line Supervisor is responsible for:
- Supervision and oversight of bargaining unit personnel to safely and efficiently complete tasks and objectives related to Water and Sewer Utilities systems.
- Oversight of workflows, work packages, sequences of work, processes, and best practices to meet project objectives and ensure efficient operations.
- Ensuring that all work is performed with a high commitment to safety, process improvements, and environmental excellence in a timely and cost-effective manner.
- Evaluating employee performance.
- Ensuring only fully qualified and trained personnel are assigned to each unique job task.
- Monitoring employee workload, quality, and accuracy, including compliance with relevant standards.
- Assisting in the execution and establishment of operations and maintenance priorities.
- Investigating accidents or injuries and preparing reports of findings.
- Responding to Water and Sewer events as necessary, including nights and weekends, and rotating with peers for on-call/Facility Emergency Response Organization duties.
- Conducting or arranging for worker training in safety, repair, or maintenance techniques, operational procedures, or equipment use.
- Ensuring work activities adhere to state and federal regulations.
- Verifying that all procedure and permit requirements and reporting are completed in a timely manner.
- Ensuring coordinated work assignments and project planning related to the operation, maintenance, and construction of water and sewer systems, including vehicle administration.
- Examining objects, systems, or facilities and analyzing information to determine needed installations, services, or repairs.
- Compiling operational or personnel records, such as time and production records, inventory data, repair or maintenance statistics, or test results.
- Making effective recommendations regarding hiring, promotions, and transfers.
- Working with the manager and others as required to address and resolve any bargaining unit grievances and concerns.
- Counseling employees about work-related issues and assisting employees to correct job-skill deficiencies.
- Maintaining a track record of safe work practices focusing on goals for zero first aids or recordable incidents.
- Performing other duties as assigned.
Basic Qualifications
* HS Diploma or GED.
- Directly related and progressive experience in operations, maintenance, waterworks utilities or related functions, including experience in a leadership capacity.
- Prior experience in performing operational objectives as a supervisor - OR - in a previous leadership role (foreman, lead, etc.).
- Demonstrated ability to direct, manage and produce results.
- Must have the ability to operate a computer workstation and demonstrate basic computer skills/knowledge.
- Must be detail-oriented with a disciplined approach to documentation development, maintenance, and tracking.
- Ability to communicate effectively both in writing, verbally, and interface effectively with all levels of management. Strong ability to communicate and direct many diverse activities simultaneously.
- Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with all employees and customer representatives.
- Ability to critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
- Experience planning and scheduling work of operational employees.
- Capable of understanding, assembling, and implementing workflows, work packages, sequences, processes, and best practices.
- Strong Conduct of Operations background.
Desired Qualifications
* Washington State Department of Health Water Treatment Plant Operator – 1 (WTPO-1), Water Distribution Manager -1 (WDM-1) or greater Certificate of Competency and/or Washington State Department of Ecology Waste Water Group 1 or greater Certificate of Competency is desired.
- Experience working with Department of Health and/or Department of Ecology permitted facilities and/or previous Hanford and/or other DOE experience is desired but not required for consideration.

Grade 19: $117,225 - $147,775
Grade 20: $129,063 - $162,688
