Job Responsibilities/Duties
Hanford Tank Waste Operations & Closure (H2C) seeks an Outage Specialist that will provide overall coordination and execution of all Tank Farms system outages. They will have a thorough knowledge of planning/scheduling tools and resource management. This individual must have strong organizational skills with the ability to coordinate and prioritize projects to meet schedule commitments, as the production control center group coordinates resources to support planning and scheduling of system outages to minimize downtime in support of waste treatment plant.
The specific duties and responsibilities of the Outage Specialist include, but are not limited to:
- Ensure all work is to be performed in a manner consistent with applicable Technical and Environmental Safety Requirements utilizing approved policies and procedures while implementing Integrated Safety Management and Conduct of Operations.
- Be a support to ensure that work is properly prioritized, planned, resource loaded, and executed with little to no conflict via the Rolling Work Week Process.
- Support senior Outage Specialists to set schedule expectations and drive performance to effectively manage H2C milestones and commitments
- This position requires self-motivation, influence change, strong leadership skills, and excellent organizational and communication skills and must have strong command and control while dealing with support organizations.
- This position requires a high ability to manage time effectively and multi-task.
- Prepare and receive reports on progress, materials used and costs, suggest adjustments to project schedules.
- Ensure that work scheduled to be completed during assigned work weeks have been communicated to other organizations within the company that have interface or impacts associated with that work.
- Support the coordination of outages between Tank Farms, WTP, and across all Hanford contractors to be integrated with the overall company priorities to prevent schedule loss due to unforeseen conflicts. These outages can be for electrical, water, steam, utilities, equipment, or communications.
- Schedules routine planning meetings to develop and communicate the planned outage work scope.
- Incorporates feedback from performing organizations as well as support organizations to ensure details, sequence and resource needs for execution are understood, appropriately planned for and ready to support.
- Ensures equipment, material, and tools are staged and ready to support the outage utilizing the rolling schedule process as the guide for executing the outage.
- Provide guidance to the Production Control/Production Operations Work Week Managers on the priority of activities when emergent, additional or carry over work merges into the schedule.
- Support the gate keeper for planned work including approvals of merged in work that was not previously identified to ensure the work is integrated properly or denied if the new work scope is not compatible.
- Tracks readiness documents such as work packages, lock out tag out preparation and permits needed to execute the outage. These include integration with Electrical Utilities, Network Operations Center, computerized network systems within the company such as TFLAN or other control systems that operate critical equipment parameters.
- Reports progress on outage readiness to Sr Management to ensure lines of communication are flowing through all levels of management.
- Ensures that DSA/TSR requirements and controls are understood and communicated to the Shift Manager and if necessary are embedded in work performance documents.
- Coordinates with, Maintenance, Engineering, Nuclear Safety, QA, Radiological Control, Environmental, Occupational Safety and Safeguards and Security in accordance with all applicable requirements.
- Coordinate with outside support organizations for additional support and provide Kinetic Service Requests (KSR's).
- Support management in developing Current and future outages to support mission goals.
- Conduct after action review meeting and document positives and areas for improvement for use with future outages.
- Must understand the goals and commitments for the company and manage work scope accordingly.
- Integrate support organizations to ensure timely deliverables are received as appropriate.
- Provide input to Work Control Planning to set priorities for work package development.
- Interface with other company organizations to ensure work is scheduled properly.
- Comply with H2C policies and procedures.
- Ensure Integrated Safety Management System (ISMS) Principles are incorporated into organization's activities.
- Provide interface guidance between company projects, maintenance, waste transfers and overlapping work activities.
- Perform other duties as assigned.
Required Qualifications
Grade 16:
- Bachelor's degree (BA/BS) in related field; and 5 years of related experience, or equivalent combination of education and/or experience.
Grade 17:
- Bachelor's degree (BA/BS) in related field; and 6-7 years of related experience, or equivalent combination of education and/or experience.
- Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Grade 18:
- Bachelor's degree (BA/BS) in related field; and 8 years of related experience, or equivalent combination of education and/or experience.
- Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.
Desired Qualifications
- Tank farm and facility experience
- An understanding of the Rolling Work Week scheduling process.
- Familiar of EAM
- Knowledge of operational, maintenance work activities, and CM planning at Tank Farms or Category 2 Nuclear Facilities is desired.
Compensation & Benefits
Hiring Range Minimum: $88,200
Hiring Range Maximum: $134,588

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
