Job Responsibilities/Duties
Hanford Tank Waste Operations & Closure (H2C) seeks a Program Manager to lead implementation of strategic products across the Industrial Hygiene organization. Under minimal supervision of the IH manager, the successful candidate would plan and implement strategic departmental objectives and conduct work requiring independent evaluation to coordinate cost-effective technical/programmatic solutions.
Program Manager responsibilities include, but are not limited to the following:
- Serve as team lead for technical scope implementation
- Make decisions independently on technical methods to maintain baselines and report results;
- Plan and conduct work requiring judgement in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures, and criteria;
- Function as a Project Manager and/or a task force lead for external audits/assessments of the department, coordinating the activities of matrixed technical staff from the discipline specialty;
- Manage hierarchical regulatory/contract requirements, relationships/visuals for the department;
- Lead development of new concepts, initiatives, techniques, and standards;
- Develop department performance monitoring/trending tools, prepare/present iCAS Collective Significance Review (CSR) content for the department;
- Provide strategic leadership/support in award fee reporting for the manager;
- Maintain the department's 5-year strategic plan, schedule, and alignment to the Multi-Year Operational Plan to encompass Waste Treatment Plant scope integration;
- Manage periodic input to the department's risk register, including facilitation of technical characterizations/handling actions from technical staff;
- Integrate department alignment of the strategic plan end states, risk register characterizations/handling actions, and schedule planning/implementation within out-year funding profiles for the department;
- Lead special assignment projects under the manager's direction;
- Lead management-directed assessments to audit performance to determine effectiveness; and
- Perform other duties as assigned.
Required Qualifications
Grade 20
Bachelor's degree (BA/BS) in science/engineering, Safety and Health; or related field and Ten (10) years related experience, or equivalent combination of education and/or experience.
Grade 21
Bachelor's degree (BA/BS) in science/engineering, Safety and Health; or related field and Ten (12) years related experience, or equivalent combination of education and/or experience.
- Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.
Desired Qualifications
Prior Hanford experience as a contactor and/or DOE working with Health and Safety implementation at an industrial site.
Prior DOE complex experience demonstrating the responsibility skill-set described herein.
Demonstrated expert-level knowledge in development of computer software visuals (e.g., pivot tables, graphics, metrics) from data sources; above-and-beyond expert-level Microsoft Office proficiency.
Demonstrated experience/interface in presentation material development with senior management and the DOE customer.
Prior experience in Microsoft Project schedule management
Earned Value Management System (EVMS) experience is desired, including prior CAM experience.
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $129,063
Hiring Range Maximum: $179,113
