General Description: This is a supervisory, technical position. The incumbent performs supervisory and related duties involved in the installation, maintenance, and repair of water distribution systems and all applicable appurtenances. The primary functions of this position include management of the Utility Technicians for water distribution and oversight of the Department’s flushing program, and valve and hydrant exercising program.
Organization: The Utility Supervisor reports to a Utility Superintendent and supervises Utility Technicians.
Essential Functions:
Extensive knowledge of water distribution system operations and maintenance, required. Knowledge of occupational hazards and precautions required. Ability to review and understand record drawings, work efficiently within the framework of a Computerize Maintenance Management System (CMMS), and apply advanced critical thinking skills to solve operational issues, required. Must be able to assign and supervise the work of others.
Education, Experience and Training:
High school diploma or equivalent required with experience in water distribution system operations and maintenance is required. Supervisory experience preferred. Must possess a Class V Waterworks Operator License from the Virginia Department of Professional and Occupational Regulation. Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

- Responsible for planning, training, coordinating and supervising the daily activities of Utility Technicians.
- Plans, coordinates, and supervises the maintenance and flushing activities of the water distribution system and appurtenances as assigned.
- Troubleshoots and manages emergencies as they arise.
- Ensures that work activities are carried out in compliance with applicable OSHA and VDH standards and regulations.
