Position Overview:
The Mooring Engineering Project Manager (EPM) works as part of the overall engineering project management team and will be responsible for executing the total engineering & design scope of work related to various types of mooring systems. As such the Mooring EPM will manage a multi-disciplinary team of engineers and designers, located in various international offices and work sites. The total engineering scope covers the complete mooring system including anchor points, mooring lines, connectors and structural appendices to the floater as well as related equipment packages.
The Mooring EPM will work in close cooperation with various internal and external stakeholders to ensure that engineering work and deliverables are compliant with all project requirements, classification rules, design codes and industry standards as well as any relevant regulatory aspect. The Mooring EPM will monitor, report and control the project progress and ensure all internal and external interfaces are properly managed.
The ideal candidate of the position will have a strong background in Offshore Oil & Gas and/or Renewable Energy Industry, have prior experience as a Mooring EPM (or DLE for mooring systems related engineering discipline) and is experienced in developing conceptual mooring system designs for various types of floating facilities, executing FEED studies and engineering projects.
Key Responsibilities:
- Provide technical know-how and expertise in the field of mooring system design and act as an internal advisor for engineering and design issues related to mooring systems of various types of floating offshore facilities (e.g. monohull, semi-submersible, barge).
- Plan, organize and manage conceptual, feasibility and FEED studies for mooring systems, including preparation of CTR’s (Cost, Time and Resources) and engineering execution plan. Manage activities performed by engineering subcontractors and approve technical deliverables.
- In case of Conceptual / FEED Studies and Tenders assess, approve and/or recommend the application of novel mooring technologies or solutions.
- Prepare engineering project development and/or execution plan and support proposal team in preparing the engineering budget estimates for new studies, tenders and projects.
- Keep abreast of technical developments in the field of mooring system design, including the release of new Class Rules, Recommended Practices, Design Codes, and other national and international codes and standards.
- Management of all engineering and design scope related to mooring systems in a way that ensures the safe, timely, efficient and profitable delivery of the engineering project, in accordance with project objectives and requirements.
- Definition of the engineering project scope for each Engineering Discipline (including Master Document Register), preparation of the project engineering planning and development of the engineering manpower plan for the mooring system project.
- Management and control all engineering activities, including multi-discipline technical authority, man-hour control and engineering schedule control. Prepare and issue regular progress reports including actual progress achieved vs. original plan.
- Prepare technical specifications and design standards for mooring systems, conduct technical audits and evaluation of subcontractor performance. Manage and oversee model testing and attend offshore installation campaigns, as required.
- Ensure that the engineering project is executed in full compliance with relevant project specifications and contract requirements, applicable codes and standards, any national laws or regulations, and applicable Class Rules.
- Organize for the timely mobilization of the engineering project team and ensure that sufficient qualified, trained and skilled personnel are allocated to the project by the relevant Discipline Managers during the different phases of the project.
- During execution of the engineering project, manage and control all Design Changes, and ensure that appropriate checks are performed and approvals are obtained before any work, additional to the original scope, is performed.
- Support the project-related procurement processes by organizing for the technical review of vendor bids and ensure timely review and comment of vendor documentation, after PO placement.
- Support the project-related construction and commissioning processes. Assign necessary engineers to site during the construction and/or completions phase.
- Ensure project is correctly closed-out, including as-built documentation where necessary, and that a formal engineering close-out report is produced incorporating lessons learned.
Qualifications:
- At least Bachelor Degree or Master Degree in a relevant Engineering discipline (e.g. hydrodynamics, naval architecture).
- Minimum of 10 years of relevant experience in the offshore energy industry. Of which at least 3 years as Mooring Engineering Project Manager (for example: FPU, FPSO, or FLNG facility).
- Experienced in developing and executing conceptual, feasibility and/or FEED studies.
- Previous experience as a Discipline Lead Engineer on relevant mooring project within the offshore energy industry.
- Prior experience at an offshore construction site/yard for a relevant project is a plus.
- Extensive knowledge of mooring system engineering practices & principles as well as an understanding of scientific applications/tools and methods of problem-solving.
- Profound understanding with offshore industry, multi-disciplinary design practices, technologies as well as various mooring design concepts.
- Strong planning, organizational, and time management skills.
- Strong leadership skills with ability to manage multiple priorities
- Capacity to lead multidisciplinary engineering project teams (possibly located at multiple international sites) and to communicate effectively with co-workers, vendors.
- Able to lead, motivate, train and provide ongoing development of colleagues.
- Strong technical, written, presentation and verbal communication skills.
- Fluency in English oral and written communication skills
