Hanwha Ocean is embarking on a journey to transition from a traditional shipbuilder to an Engineering, Procurement, Construction, Installation, and Operation (EPCI(O)) solution provider, offering products such as FPSO, FLNG, Offshore Renewables and other Floating Production Units. The Offshore Business Division recently expanded its global footprint by establishing a new Global Business Centers in North America and Europe with the intention of becoming a project-centric and client-driven business organization. This transformation aims to offer enhanced project execution and knowledge-driven operational models by bridging the upstream culture of three continents across Asia, Europe, and America. Position Overview:
The Global Buyer will develop and execute the Sourcing Strategy for assigned equipment packages, aligned with the company’s go-to-market approach, to drive optimized business performance and enable continuous process improvement.
Key Responsibilities:
Strategic Sourcing
- Conduct detailed market analyses, develop sourcing strategies, and optimize procurement processes to meet cost, quality, and performance targets.
- Compile all required documents associated with the scope prior to RFx release.
- Issue RFx to the approved project bidder list, ensuring all suppliers are qualified before contract award.
- Verify bid completeness and disqualify non-compliant submissions; disburse technical bids to the designated Package Engineer for review.
- Prepare the Commercial Bid Evaluation and consolidate Technical Bid Evaluations to create a formal Recommendation for Award for presentation to the PMT.
- Organize and lead bid clarification meetings with suppliers to address commercial and technical aspects.
Cost Optimization
- Implement cost reduction initiatives and provide market intelligence to support strategic business planning.
- Negotiate favorable terms including extended payment periods, volume-based discounts, and strategic supplier agreements.
- Explore sourcing from cost-effective regions or alternative suppliers to reduce total cost of ownership without compromising quality.
- Use advanced analytics to identify spend trends, eliminate waste, and uncover actionable insights.
Supplier Management
- Build and maintain strong supplier relationships, ensuring alignment with company values, compliance standards, and performance metrics.
- Drive supplier interest and commitment to RFx by issuing Non-Disclosure Agreements (NDAs) and facilitating early engagement.
Contract Management
- Lead contract negotiations in line with category strategy; collaborate with Legal, Category Management, and Supplier Relationship Management on key terms and conditions.
- Resolve commercial deviations in partnership with Strategic Sourcing Team members to deliver optimal business outcomes.
Risk Management
- Identify and mitigate risks related to international trade, including supply chain disruptions, geopolitical risks, and regulatory changes.
- Manage and resolve package claims (e.g., liquidated damages), ensuring minimal impact to project timelines or budgets.
Measures of Effectiveness
- Demonstrated ability to make data-driven decisions and evaluate alternative solutions.
- Track record of improving cost, quality, and lead time performance across assigned scope.
- Effective collaboration with internal and external stakeholders to achieve strategic sourcing outcomes.
Qualifications
Education
- Bachelor’s degree in Engineering, Business, or related field (Master’s degree is a plus).
Experience
- Minimum 5 years of experience in the Oil & Gas industry.
- Proven expertise in sourcing, market and supplier analysis, commercial negotiation, and contract formulation.
