Hanwha Ocean is embarking on a journey to transition from a traditional shipbuilder to an Engineering, Procurement, Construction, Installation, and Operation (EPCI(O)) solution provider, offering products such as FPSO, FLNG, Offshore Renewables and other Floating Production Units.
The Offshore Business Division recently expanded its global footprint by establishing a new Global Business Centers in North America and Europe with the intention of becoming a project-centric and client-driven business organization. Summary
The Lead Cost Controller's responsibility is to oversee cost and budget management for Project Execution Excellence initiatives.
The main responsibilities include:
- Leading the organization of cost control rules and procedures specific to initiatives, ensuring overall project consolidation (cost management procedures, booking structure, and rules).
- Managing cost reporting (budget, actuals, forecast) for projects and analyzing the results.
- Coordinating with the Cost Control team in central and regional offices, and providing support for budget estimation for new initiatives.
Accountabilities
The Lead Cost Controller ensures the setup of Project Cost Control for Project Execution Excellence initiatives, aligning with Head Office (HO) Internal standards and project/contractual requirements.
- Coordinate the cost control efforts for all projects, including studies, bids and proposal, pre-FEEDs, EPC projects.
- Work with each discipline leads to obtains and update cost reports showing cost impacts to budgets and forecasts.
- Gather project manhours and equivalent manpower histograms and report actual against planned and forecasts.
- Work closely with finance and accounting ensuring all costs and expenditures are appropriately reported in the cost report.
- Support the change management process ensuring changes and variations are reported in the cost report.
- Support Project Controls Manager in the development and reporting of business units / department budgets.
- Review cost reports from vendors and subcontractors and update and report cost impacts to project budgets and forecasts.
- Work with Procurement / Supply Chain in reporting of purchasing budgets and commitments and cost changes on equipment packages.
- Responsible for the development of CTR’s in support of projects and bid proposals.
- Work closely with estimating and commercial to gather cost estimates for translation into pricing templates.
- Work closely with Risk Manager to understand risk threats, opportunities, and its cost consequences and confirm validity of project build-up of contingencies.
- Work closely with project managers, discipline leads to prepare and update weekly, bi-weekly, monthly, quarterly, yearly project status/progress reports.
- Support Project Controls Manager, Risk Manager, Estimating Manager in the development of OBU specifications, policies, and procedures.
- Perform other duties as requested by Management.
Qualifications and Experience
- 15 years of experience in the oil and gas industry within the Cost Controls function, with a proven track record in leadership roles.
- Extensive experience in major offshore project execution, demonstrating expertise in overseeing and managing project cost control functions.
- Strong background in the FPSO/FSO/FLNG sector is highly desirable.
- Experience in Cost Control management for EPCI projects, including work at the yard, ensuring cost efficiency throughout the project lifecycle.
- Technical education at the Bachelor’s level; Master’s degree preferred.
- Advanced proficiency in MS Excel and other common computer applications, with the ability to develop and manage complex cost control tools and reports.
- Exceptional communication skills, both verbal and written, with proficiency in English for report writing, presentations, and effective diplomacy and assertiveness when interacting with stakeholders.
- Proven ability to independently prioritize and manage multiple tasks in a fast-paced environment, while maintaining attention to detail and meeting deadlines.
- Strong proactive approach to problem-solving, with the ability to work collaboratively with all team members, departments, and clients to achieve successful project outcomes.
