Job Overview
We are seeking a highly skilled and experienced Director of Finance to oversee the financial operations of Haralson County, GA. The ideal candidate will be responsible for overseeing financial planning, maintaining and providing accurate and up-to-date financial records, ensuring compliance with all applicable accounting laws and procedures, managing cash flow and revenue streams, providing accounting and financial services, and keeping the governing authority informed of the financial condition and needs of the county.

Essential Duties and Responsibilities

· Plans, organizes, manages, and supervises all financial accounting, revenue collection, budget, payroll, cash management, investment, accounts payable, and debt management operations.

· Maintains comprehensive, current knowledge of applicable laws and regulations pertaining to governmental and enterprise fund accounting and auditing standards.

· Distributes monthly finance reports to the Board of Commissioners, elected officials and department heads; provides detailed information as needed; responds to inquiries and prepares budget transfers as needed.

· Develops and implements financial policies and procedures; assists in developing long- and short-term goals, plans and objectives for the county.

· Oversee the distribution of financial information; the processing of financial documents; and the production of financial reports in financial accounting, budgeting, risk management, cash management, insurance, revenue collections, records, and property management

· Prepares and analyzes revenue forecasts for budgeting and management decisions.

· Attends training conferences and workshops required to maintain certification

· Prepares annual balanced budgets for all of the County’s operating funds and capital improvement programs; forecasts revenues, reviews and analyzes departments’ expenditure requests, and provides historical trends; presents budget recommendations to the Chairman and Board of Commissioners; oversees final production of the annual budget document; administers budgets to ensure compliance with state laws and regulations

· Works with department heads to manage budgets; prepares other finance reports as requested

· Advise the Board of Commissioners on financial conditions, budget-related activity, and current and future county needs

· Calculate financial data regarding revenue and expenditure projections, cash management performance and other financial issues

· Prepares state and local surveys and reports

· Maintains fixed asset database and calculates annual depreciation expense

· Monitor cash management activities of the county; ensure that cash flow for all fund accounts is maintained and ensure that wire transfers are made as necessary

· Prepare and develop the county’s capital improvement plan (one; five- or ten-year CIP plan).

· Reviews ledger for errors and omissions; reconcile subsidiary ledgers to general ledgers

· Establishes internal control procedures that ensure compliance with state and federal guidelines

· Oversee the annual audit engagement to assure that all financial activities are properly recorded and available for audit in a timely manner; reviews and confirms statements are prepared in the required manner

· Manages year-end schedules and prepares audit schedules

· Make presentations to supervisors, boards, commissions, civic groups, and the general public

· Oversee the financial administration of grants and loans received by the County from federal, state, and other grantors

· Collects and appropriately disburses SPLOST funds; monitors payments to ensure compliance with guidelines; publishes annual SPLOST report

· Oversee the County’s procurement function; develops, administers and monitors the County’s Purchasing Policies and assuring compliance with state and federal procurement and contracting policies and laws.

· Overseeing the central computerized financial and management information system of the county

· Perform other duties as required

Special Requirements

· Possession of a valid State of Georgia driver's license (Class C) and a satisfactory Motor Vehicle Record (MVR). Ability to drive and operate the department’s assigned vehicles and equipment in a safe and efficient manner. Must keep this license current while employed

Education / Requirements

· Bachelor’s degree (Master’s Degree preferred) from an accredited college or university in, accounting, finance, public or business administration or related field; supplemented with five years of financial management experience (local government preferred) required; -OR- any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job

· Certification as a Finance Officer Level 1 in Georgia

Experience Requirements

· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the County to direct and coordinate work within the County, usually interpreted to require Five years of progressively responsible professional government finance work experience

Skill Requirements

· Knowledge of the principles and practices of public finance, budgeting and accounting, public administration, computerized financial information techniques, economic trend forecasting and analysis, special requirements pertaining to accounting for and investment of government funds, government auditing procedures, and the relevant federal and state laws, County ordinances, and departmental policies and procedures

· Must have strong organizational abilities in addition to being detail oriented

· Must maintain confidentiality of sensitive information using appropriate discretion and following prescribed methods

· Must be able to interface and communicate effectively and tactfully within all levels of the organization and the public

· Advanced computer skills in Microsoft with a heavy emphasis on Word, Excel, and PowerPoint are a must

· Must be able to effectively interact, manage, and multi-task a variety of projects and tasks

· Must be a team player with a firm, personal commitment toward the County and its success

· Knowledge of investment and banking policies

· Knowledge of generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines

· Knowledge of state and federal financial reporting requirements.

· Ability to communicate professionally and effectively verbally, in writing, and in presentations; and to interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Finance Department as they relate to the County Government. Interpersonal, leadership, planning, management and communication skills are required.

· Have the ability to handle the required mathematical and statistical calculations; as well as, the ability to read, understand, and interpret personnel and financial reports and related materials

· Have the ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency

· Have the ability to assemble information and make written reports and documents in a concise, clear, and effective manner

· Knowledge of budget development and management principles

· Cross training required

· All other duties as assigned

Job Type: Full-time

Pay: $75,000.00 - $100,000.00 per year
