Director for Workforce Development

The Director for Workforce Development is responsible for leading and overseeing the College’s corporate, professional, contract, government, Dual Enrollment, and open enrollment training programs within the Workforce and Community Education (WCE) division. This role is critical to ensuring the College meets the evolving needs of businesses, industries, and the community by developing, implementing, and supervising high-impact workforce training initiatives.

The Director provides strategic leadership to assistant directors, coordinators, and support staff within the WCE division, ensuring effective instruction, sound fiscal management, and robust community and business relations.

Key Responsibilities :

  • Lead and supervise full-time and part-time staff, adjunct faculty, and other direct reports.
  • Develop and manage budgets, ensuring fiscal responsibility and alignment with program goals.
  • Oversee special events, projects, and initiatives to enhance workforce development programs.
  • Evaluate program effectiveness and student learning outcomes to inform continuous improvement.
  • Prepare grant proposals, manage grant-funded programs, and report on outcomes.
  • Schedule and coordinate noncredit courses and manage facilities.
  • Collaborate with the Director for Strategic Partnerships on the HCC@Edgewood initiative.
  • Represent the College at community and business events, fostering partnerships and engagement.

Residency Requirement :

Employees of Harford Community College, including those teaching online or virtual courses, must reside in Maryland or contiguous states (Delaware, Pennsylvania, Virginia, West Virginia, or the District of Columbia). Non-residents must relocate to meet this requirement.

Work Authorization :

Applicants must be authorized to work in the United States as the College does not provide Visa sponsorship for this position.

Required Education :

  • Master’s degree or 5 years of progressive experience in workforce development.
  • Required Experience :

  • Minimum of 3 years of relevant workforce development experience.
  • At least 2 years of supervisory experience.
  • Required Knowledge, Skills, & Abilities :

  • Proven ability to build and maintain relationships with businesses, government agencies, Chambers of Commerce, and non-profit organizations.
  • Willingness to travel regionally.
  • Experience with budget management and revenue projections.
  • Expertise in grant development, implementation, and reporting.
  • Ability to analyze market data and make data-driven decisions.
  • Skilled in developing workforce training programs tailored to business and industry needs.
  • Experience leading apprenticeship programs.
  • Proficiency in Microsoft Office Suite.
