The Harford County Health Department is a comprehensive local health department with a staff of 176, including 10 consultants, and a budget of $26 million. The Health Officer provides guidance, direction, and oversight to public health programs affecting the County. The Health Officer assesses community health needs and plans and develops programs, enforces County and State laws and ordinances, and acts as a spokesperson on public health issues for the County in coordination with the State Department of Health.(The following examples illustrate the work performed in this position. EDUCATION AND EXPERIENCE:
Must possess a degree in medicine from an accredited college or university, a master's degree in public health, and have two years of experience as a licensed physician working in the field of public health.
Applicants may substitute 5 years of experience as a licensed physician working in the field of public health for the requirement of a master's degree in public health and two years as a licensed physician working in the field of public health. The candidate must be licensed by the Maryland Board of Physicians.
- Will manage the activities and operations of the Harford County Health Department.
- Is responsible for the development of operational plans and policy; and enforcing policies, regulations and procedures to ensure protection of public health.
- Representing the Health Department in a liaison capacity with officials of other agencies in an effort to enhance the health and well-being of the citizens of Harford County. The Harford County Health Department is a Public Health Accreditation Board (PHAB) accredited department.
- The incumbent in this position reports to the Maryland State Secretary of Health and the Harford County Board of Health (County Council).
