POSITION SUMMARY

POSITION SUMMARY:

An employee in this position performs case management functions for Adults, Dislocated Workers or NextGen Youth under Workforce Innovation Opportunity Act (WIOA) Programs, other tasks associated with the recruitment, assessment, training, and placement of unemployed or underemployed persons in Harnett County. This includes: recruiting, interviewing, and assessing potential program participants; managing career counseling and planning, Assisting participants in jobs placement, training, and following-up on program participants that are associated with the workforce development programs; coordinating multiple activities in the NCWorks Career Center; assisting participant in the(WIOA) Workforce Innovation and Opportunity Act funds program Employment And Training programs; explaining the scope of program delivery; and making referrals to other County service agencies.

DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:


  • Greets visitors; assists customers in person or via NCWorks Chat; determines eligibility, assessment of skills level, aptitudes, abilities and support service’s needs; and refers to proper person or entity.
  • Assists customers with preliminary steps in the development of career goals. Provides Labor Market Information. Assist with uploading/downloading documents; redacts documents of PII information in NCWorks per guidelines.
  • Contacts employers to solicit employment opportunities.
  • Works with various agencies partner for enrollments and WEX/OJT.
  • Meets one-on-one with customers to assist with locating potential employment and related information; assists with completing job orders, reviews profile sheets, refers to other agencies as appropriate, and assists with resumes, cover letter preparation, and faxing resumes to potential employers.
  • Performs assessments of customer’s skills including administering and interpreting various career and aptitude inventories; interviews clients; and conducts other research to identify appropriate strategies.
  • Conducts TABE testing.
  • Identifies potential employers and develops work site agreements; creates contracts or related documents; conducts follow-up and evaluation of participant placements to provide counseling and problem-solving with customers and employers; and assists customer with employment and training needs.
  • Assists customers with identification of training needs and career plans; assists with identification of courses, class scheduling, job placement, etc.; and prepares On the Job Training Contracts and work plans.
  • Maintains accurate notes; arranges for appropriate activities.
  • Works with out of school youth on work experiences, GED completion, counseling and other agency referrals; maintains data on program outcome measures; analyzes data; and prepares reports as needed.
  • Participates in a wide variety of meetings with other agencies, other staff.
  • Participates in marketing and public education of programs for customers and employers;
  • Keys participants’ data into the State’s Management Information System.
  • Coordinates training programs with the community college system; collects attendance sheets from worksite throughout the County; and conducts supervisors and participant’s orientations.
  • Participates in job fairs and conducts workshops for the public.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:


  • Associate’s degree in human services, human resource management, psychology, business, social work, or a related field;
  • One (1) year of related experience;
  • Or equivalent education and/or experience.

KNOWLEDGE, SKILLS, and ABILITIES:
  • Knowledge of the (WIOA) Workforce Innovation and Opportunity Act.
  • Knowledge of case management, career counseling, and placement practices and procedures.
  • Knowledge of employment training principles and methods.
  • Knowledge of the physical, economic, and social characteristics of the service delivery area.
  • Knowledge of available services within the service delivery area.
  • Knowledge of the application of information technology to work duties.
  • Knowledge of the needs of program participants.
  • Knowledge of the application of psychometrics and inventories to career development planning.
  • Skill in using computers.
  • Skill in using tact and firmness with participants and employers in dealing with difficulties.
  • Skill in facilitating and mediating situations to address barriers to program success.
  • Ability to establish and maintain effective communications with participants, program staff, employers, training professionals, businesses, contractors, and the general public.
  • Ability to work with clients collaboratively.
  • Ability to apply creativity and effective problem-solving.
  • Ability to proactively market programs to the public and recruit individuals to participate in the programs.
  • Ability to prepare and maintain a variety of records and reports.

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:

Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of handling, perceiving sounds at normal speaking levels, having manual dexterity, using mental acuity, pulling, reaching, performing repetitive motion, speaking, standing, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color, do extensive reading, perform administrative work, and use a computer.

WORK ENVIRONMENT:

The employee works primarily indoors in a training room or an office setting. Requires working out of the office when dealing with employers and outside agencies.
