Under the general supervision of the Human Resources Manager, the incumbent will coordinate and be responsible for a variety of complex and specialized functions in support of the department's talent acquisition and employment programs while adhering to position management and compensation policies and procedures. The incumbent will serve as a representative to the HR Division, displaying courtesy, tact, consideration, teamwork, and professionalism in all interactions with other members of the HCSO, other County constituents, and the general public.

Duties and Responsibilities:
- Coordinate the full scope of recruitment for internal and external talent acquisition
- Assess, revise, and/or develop pre-employment testing necessary based on position requirements/ qualifications
- Coordinate pre-employment testing and physical agility for new hires and internal transfers
- Collaborate closely with strategic partners (Divisions) to proactively source appropriate talent for job openings, developing minimum requirements and predictive selection instruments.
- Ensure effective communication with applicants throughout the recruitment process, creating a positive applicant experience to maintain engagement and minimize drop-off.
- Participate as a panel/board member or proctor on Interviewing Panels
- Collaborate with managers/commanders to provide guidance, proactively manage problems, and resolve complaints; respond to various human resources inquiries from departments and the public as needed
- Review employment practices to increase efficiency while ensuring compliance with internal policies and external laws and regulations
- Conduct organizational studies, analyze organizational structures, and make recommendations on organizational realignment
- Responsible for administration of NeoGov Applicant Tracking System, eSkill, and CritiCall testing tools
- Perform other related duties as assigned

- Bachelor's Degree in Human Resources or business-related field,
- along with a minimum of two (2) years of professional experience in Human Resources including talent acquisition/recruitment; or
- Associate's Degree in Human Resources or business-related field
- and four (4) years of progressively responsible experience in Human Resources including talent acquisition/recruitment; or
- High School Diploma or GED,
- along with a minimum of six (6) years of professional experience in Human Resources including talent acquisition/recruitment
Knowledge of:
- Principles and practices of talent acquisition and talent management
- Latest best practices in the field of Human Resources
- Multiple platforms, including social media, to attract and source talent and inform all stakeholders under a unified communication strategy
- Working knowledge of NeoGov Applicant Tracking System
- Proficient in using related technology such as software programs such as MS Office Word, Excel, Outlook, Adobe; Applicant Tracking Systems such as NeoGov; HRMS such as PeopleSoft; and internet job browsers
- Strong communication skills - both written and verbal
- Excellent interpersonal and presentation skills
- Strong problem-solving and organizational skills
- Paying attention to detail, accuracy, and data integrity
- IFAS and PeopleSoft
- Develop strategies that will attract and retain talent through a positive and engaging applicant experience
- Be driven and consistently evaluate and improve the efficiency and effectiveness of processes and services
