Duties and Responsibilities:
The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion.
- Performs compliance-based assessment on HCTRA's internal controls that could have a material impact to the program compliance and recommends implementation of effective internal controls, policies and procedures; acts as a liaison with the County, Municipal, State, and Federal offices on various program interactions pertaining to the annual audits, periodic audits and assistance with the annual program compliance report review and preparation to ensure compliance information is reported accurately.
- Analyzes data using standard statistical tools, methods, and techniques; identifies data gaps, errors, anomalies, inconsistencies, and redundancies. Consults with internal and external stakeholders to compile and query data. Prepares concise, comprehensive technical reports to present and interpret data, identifying alternatives and making and justifying recommendations on data revisions.
- Coordinates special projects, tasks, and initiatives requiring cross-departmental collaboration to ensure objectives are met. Tracks project progress, attends meetings, provides key discussion item summaries, publishes action items, and maintains a database with project status, action items, important deadlines and items for close out.
- Creates and revises systems and procedures by analyzing operating practices; studying utilization; evaluating personnel and technological requirements; implementing change.
- Oversees the performance of the data clerks to ensure productivity targets are met and align with departmental goals.

- Bachelor's degree in Accounting, Finance, Business Administration or related field. AND
- Two (2) years of professional experience in contract compliance, process improvement and/or optimization.
- Ability to maintain professional demeanor while collaborating with diverse internal and external stakeholders, including cross-functional teams with varying objectives.
- Strong written, verbal communication, and interpersonal skills.
- Proficient knowledge of Harris County structures, policies, and procedures.
- Knowledge of generally accepted federal, state, and local workforce compliance principles, standards in reporting, regulations, and guidelines.
- Strong ability to prioritize, delegate assignments, and take initiatives without the need for direct supervision.
- Strong analytical skills and problem-solving skills, with the ability to assess complex issues and develop sound solutions independently.
- Excellent organizational skills with keen attention to detail and the ability to manage multiple priorities effectively.
- Ability to handle routine, non-routine, and confidential information with professionalism, discretions, and integrity.
- Advance proficiency in Microsoft Suite and other relevant software applications.
- Demonstrated leadership and ethical conduct in both personal and professional interactions.
