Position Description
The Financial Analyst acts as a liaison between HCTRA's Finance division and other divisions within HCTRA, various Harris County departments, and other public agencies on tolling, finance, accounting, and auditing matters. This position will extract, review, and analyze financial and operational information to assist in making recommendations on procedures, business rules development, and economic and business decisions; performs research and creates schedules for reports. The Financial Analyst coordinates with all HCTRA divisions on a quarterly basis to provide explanations on significant variances between budget and actual, and updates to KPI performance metrics.

Duties And Responsibilities
- Assists with monitoring accounting and reporting relating to tolling activity, including preparation of annual budget and departmental budgets.
- Assists with annual budget preparation, departmental budgets, quarterly KPI performance tracking and analysis, and managerial reporting.
- Assists and conducts revenue and expense forecasting utilizing best practices for descriptive/inferential statistics, financial modeling, and Public budgeting.
- Performs research and assists with agency planning, makes recommendations on procedures, and implementation of policies for fiscal management.
- Assists with bonding and debt issues as they arise.

Requirements
Education and Experience:
- Bachelor’s degree in Business Administration, Finance, Accounting or a related field from an accredited four-year college or university.
- Minimum one-year professional experience in finance or related field.
- Previous experience in governmental accounting and/or financial activities is preferred.
- Knowledge of Harris County auditing, accounting, and finance processes, and standard policies and procedures
- Knowledge of tolling industry
- Strong written, oral communications and interpersonal skills
- Ability to understand, interpret and apply applicable rules, regulations, policies and procedures
- Ability to establish and maintain effective working relationships with others
- Ability to perform basic and complex mathematical calculations quickly and accurately
- Strong analytical and data gathering skills. Ability to reason and solve problems independently
- Intermediate to Advanced Excel skills
