The Geographic Information Systems (GIS) Manager serves as HCTRA's GIS expert, overseeing the implementation of an enterprise GIS environment. This role requires a combination of management, business, and technical skills to meet service level commitments, maintain databases, enhance infrastructure, and support technology transfer to non-GIS staff. The GIS Manager is responsible for managing consulting and service contracts, leading a team of GIS/UAS professionals, creating GIS maps and data, and executing diverse projects using various software programs for public events and meetings.
The GIS Manager must possess strong leadership skills, expertise in enterprise GIS management, excellent communication and training abilities, and demonstrate adaptability and innovation in leveraging emerging GIS technologies to enhance operational efficiency and decision making.

Education and Experience:
Bachelor's Degree from an accredited college/university in Geographic Information Systems (GIS), Geospatial Science, Geography or a related field with major coursework in GIS or geography, plus five (5) years of experience in GIS managing a GIS Enterprise Systems to include ArcGIS Server, ArcGIS Portal, Geo-Event Server, ArcSDE, including two (2) years in a GIS supervisory or GIS managerial role overseeing a team of at least four (4) staff members.
OR
GIS certification(s) such as Geographic Information Systems Professional (GISP) or related certification(s) plus seven (7) years of experience in GIS managing a GIS Enterprise Systems to include ArcGIS Server, ArcGIS Portal, Geo-Event Server, ArcSDE, including two (2) years in a GIS supervisory or GIS managerial role overseeing a team of at least four (4) staff members.
AND
Must possess and maintain a current FAA Part 107 UAS Pilots license.
Valid Texas driver’s license.
Preferred Qualifications:
Expert level in software and application development in various programming languages: Python, Arcade, Java, Java Script, REACT, .NET Core.
Expert level in Database Administration for Microsoft SQL Server, and/or Oracle.
Knowledge, Skills, and Abilities:
Expert skill using ArcGIS Pro, ArcGIS Server, ArcGIS Portal, ArcGIS Geo-Event Server, ArcSDE, ArcGIS HUB, ArcGIS Online.
Expert skill using ArcGIS Online Applications, Web Maps, Experience Builder, Field Maps, Survey 123, Workforce, Drone2Map, ArcGIS Flight, Quick Capture, Dashboards, Story Maps.

- Oversees all GIS operations, including enterprise GIS management, database management and administration, data development, system administration, technical consulting. Assists with complex projects as needed to ensure optimal approach and collaborates with internal and external stakeholders on GIS-related projects and initiatives. Represents the organization at Harris County and regional GIS group meetings to stay informed on industry trends, best practices, and technical opportunities. Additionally, manages department's budget, policies, and procedures.
- Manages departmental staff by providing leadership, guidance and mentorship, conducting performance evaluations, identifying training needs, and overseeing daily deliverables to ensure efficient workflow, adherence to established policies, timely service delivery, and high-quality output.
- Reviews and verifies GIS data analysis, maps, reports, and dashboards for accuracy and quality. Additionally, maintains and documents GIS architecture, applications, workflows, and data to ensure system reliability and accessibility.
- Manages all UAS operations, including but not limited to aerial data collection, drone mapping projects, geospatial data integration, survey workflows and data integration, geodetic data processing and analysis, and accuracy in land mapping and positioning projects.
