Duties and Responsibilities:
- Directs or manages, through subordinate supervisors, the administration and implementation of a variety of human resources management functions of HCTRA HR including position analysis; compensation; job descriptions; employee performance management; records management; employee relations; employee training and development; and the administration of paid leave.
- Directs and monitors the implementation of HCTRA HR personnel policies and procedures consistent with Harris County policies and procedures guidelines. Consults with and advises managers and supervisors in the administration of the Harris County and HCTRA personnel policies and procedures, standards, applicable laws, and regulations to ensure compliance.
- Confers with, recommends, advises, and elicits cooperation of supervisors and managers on a variety of HR employee relations matters including discipline, termination recommendations, leaves of absence, and investigations of employee complaints to ensure equitable treatment of employees. Advises supervisors and managers on methods and techniques for addressing employee performance issues.
- Oversees the compensation program to include position analysis, preparation of job descriptions, salary survey reports and position classifications.
- Develops and implements operational change management to support strategic goals and to improve efficiency/effectiveness of the HR department.

- Bachelor's degree in Human Resources, Business Management, Business Administration, or related field from an accredited college/university.
- Experience: Minimum of ten (10) years of progressive working experience in Human Resources, Management, Strategic Planning, and Change Management is required.
- Compensation experience required.
- Minimum of seven (7) years of experience managing other HR professionals is required.
- PHR or SHRM-CP certification is preferred.
Knowledge, Skills, and Abilities:
- Knowledge of change-management. Knowledge of data analysis tools. Strong critical thinking skills.
- Considerable knowledge of principles and practices of personnel administration, selection and assignment of personnel, counseling, employee/employer relations.
- Considerable knowledge of employment law with the ability to understand, interpret, and apply laws, rules, and regulations.
- Ability to stay current with developments in HR, employment law, HCTRA policies, and Harris County Personnel Policies & Procedures.
- Ability to successfully supervise, plan, organize, and coordinate work assignments to personnel.
- Ability to communicate effectively, both written and verbal.
- Ability to exercise sound judgment, make rational decisions, and solve problems.
- Ability to establish and maintain effective working relationships with others and lead in a team environment.
- Ability to deal constructively with conflict resolutions.
- Ability to prioritize workload using effective time-management skills and work independently with minimal direction.
- Ability to handle confidential information and material with considerable personal tact and initiative.

Physical Demands:
Light work - Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Position Type and Typical Hours Work:
This is a full time position. Days of work are Monday through Friday. Hours may vary based on the business department needs. This position is assigned on location at the HCTRA Admin Building.Work Environment:
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. There are no major sources of discomfort. A normal office environment with acceptable lighting, temperature, and air conditions is provided.Reporting Relations:
