What are the responsibilities and job description for the Tunnel Facility and Maint Foreman position at Harris County Toll Road Authority?
Duties and Responsibilities:
- Oversees the routine maintenance for all tunnel areas, buildings, air ducts, equipment, and pumps daily, as required ensuring safety conditions are met and no hazardous conditions exists. Oversees the contractors and tunnel staff that perform the inspection, cleaning, and servicing tunnel equipment including lighting, generators, pumps, motors, ventilation systems, blowers, water trailers, cutters, and forklifts.
- Oversees safety meetings and daily work assignments for tunnel contractors ensuring all workers obey all safety regulations. Supervises routine maintenance work and prepares and updates preventative maintenance schedules and work.
- Oversees and maintains inventory records including the inventory of tools and equipment used for maintenance of the Facility. Manages the schedules of tunnel maintenance equipment.
- Responds to emergencies including vehicular accidents, tunnel/roadway, hazardous material spills; provides proper safety controls and collects and prepares any and all required documentation resulting from the incident. Inspects tunnel components after an incident and records any tracks damage so any issues can be addressed.
- Operates light and heavy construction equipment as needed, including but not limited to: blowers, cutters, wreckers, water trailers, and hand tools, etc.
- Supervises employee training on use of all tools and equipment utilized for tunnel operations.

- High school diploma or G.E.D. equivalent from an accredited institution.
- Three (3) years’ of mechanical maintenance experience.
- One (1) year of supervisory experience.
- Valid Texas driver's license and a good driving record.
- Will be required to operate or learn how to drive and operate all types of equipment required for maintenance on the tunnel and grounds, as assigned.
- Must undergo and pass physical exam
Knowledge, Skills, and Abilities:
- Must be proficient in multi-tasking to meet set deadlines.
- Ability to work well with senior management, staff members and public.
- Good verbal and written communication skills.
- Good computer skills and working knowledge of Microsoft Office.
- Ability to supervise a team and contractors.
- Sound decision-making skills.
- Knowledge of mechanical maintenance principles.
Physical Demands:
- Physical ability to perform job duties include: walking, bending, climbing stairs, and standing for extended periods of time.
- Must regularly lift and/or move at least 50-plus pounds
- Standard 8-hour shift that may include weekends, evenings, and holidays.
- Emergency situations may require additional hours
Work Environment:
- This position works in the office and out in the tunnel facility (turbine room, control room, underground, in the lanes, etc.).
- There is exposure to inclement weather, various temperatures, loud noises, high-speed traffic, and dangerous chemicals.

Supervises: Lead Operators
