Position Overview

 

The Development Services & Permits Division facilitates safe and responsible development, construction, and occupancy of buildings and properties in our community. In 2023, the division issued over 57,000 permits with a construction value of $11.15B. In addition, the division conducted over 41,000 inspections and almost 85,000 plan reviews. We strive to provide prompt and courteous service to our customers, ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety, protect the environment, and support economic growth through the issuance of permits and inspections. We are committed to transparency, accountability, and continuous improvement in all aspects of our operations.

 

The Assistant Manager coordinates activities to deliver the phase of the project assigned, but not limited to the area of specialty, provides support to the Public Review Department, and works with the Manager to complete projects as needed.

 

The public review group oversees the permitting of work within existing or future public roadways including, but not limited to:           plan review, ROW notifications, ROW inspections, and infrastructure acceptance from private development.

 

Job Duties/Responsibilities

 

  • Assists in the organization and management of all activities across the different County departments
  • Provides support for Manager of Public Review
  • Prioritizes activities and tasks to deliver Harris County projects on time for our clients
  • Reviews legal documents, maps, and plans with a basic understanding of content
  • Identifies and addresses risks to schedule, budget or performance with managers and engage management as necessary to resolve issues and mitigate risks before impacting project
  • Performs quality control for Public Review
  • Reviews and understands details of project documents
  • Must be able to analyze and diagnose problems as well as research and interpret regulations, standards, plans and specifications, legal descriptions, and various governmental documents
  • Performs other duties that may be added or changed as the course and scope of the job directs

 

This position will also include time in the field doing onsite inspections. Applicant must be able to work outside in all weather conditions and traverse uneven surfaces by foot. During emergency response situations for our community, such as hurricanes or floods, the position may be tasked with additional duties. Education

Bachelor's Degree is required.

 

Experience

  • A minimum of five (5) years of project management experience in roadway and public utility construction or similar experience is required.
  • A minimum of two (2) years of experience as a supervisor.

  • Excellent written and verbal communication skills, using proper grammar and spelling
  • Ability to communicate effectively with co-workers, the public, industry representatives, and other government agencies
  • Must be attentive to detail and have effective problem-solving skills
  • Ability to manage multiple projects and tasks with minimal supervision
  • Excellent organizational, time management, and customer service skills
  • Ability to work collaboratively with both internal and external teams, with a flexible approach and the ability to adapt to changing conditions and priorities resolve conflicts and disputes
  • Ability to resolve conflicts and disputes
  • Requires high level of confidentiality, judgment, personal responsibility, and dependability
  • A valid driver’s license (Texas upon hire), and a good driving record
  • Proficient using Microsoft Office applications (Outlook, Word, PowerPoint, Excel and Access), and the ability to produce reports using databases, spreadsheets, presentations and other software
  • Requires high level of confidentiality, judgment, personal responsibility, and dependability

Education

  • Bachelor of Science Degree in Civil Engineering, Construction Management, or a related field.
  • Engineer-In-Training (EIT), or Professional Engineer Licensure

 Experience

Minimum of eight (8) years’ experience in an construction related field is preferred.

 Knowledge, Skills and Abilities (KSAs)

Bilingual

Position Type, and Typical Hours of Work:              

  • Full-Time | Regular | 40 hours per week.

 

Hybrid schedule:               

  • Three days in the office and two days working from home.  

  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

 

Salary:   

  • Commensurate with experience, based on 26 pay periods.

 

Physical Demands and Environmental Exposure:

  • Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

  • This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
