Harris County Judge Lina Hidalgo is transforming the way we do government and is seeking an experienced, dynamic, and motivated Budget Manager to join our team and shape the vision for the future of Harris County.
As a member of the County Judge’s Operations and Administration team, the Budget Manager will work with the Chief of Staff and Director of Operations & Administration to oversee the County Judge’s Office's budget, displaying the highest standards of ethical and fiscal conduct. The Budget Manager is primarily responsible for assisting with the management of the budget and implementing fiscal strategies. The Budget Manager will implement processes to maximize productivity, analyze and reconcile financial records as it relates to the review and processing of personnel requests, purchase orders, and requisitions.

Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million, rivaling the size of the entire state of Louisiana. Judge Hidalgo functions as the CEO of Harris County and presides over the Harris County Commissioners Court, the County's governing body. Along with four County Commissioners, the County Judge directs a budget of more than $4 billion providing essential services such as justice administration, flood control, infrastructure, and housing. Judge Hidalgo also serves as Harris County’s Director of Emergency Management.
Duties and Responsibilities:
- Provide leadership and technical expertise in budget development and management, financial reporting, and expense and revenue forecasting; anticipates and responds to evolving department needs.
- Review and analyze the department’s budget and spending patterns and creates strategies to optimize the CJO’s budget; presents budget recommendations to the Chief of Staff and the Director of Operations & Administration.
- Make presentations on complex and sensitive budget and management issues to senior level management; answers questions, makes budget projections and provides supporting documentation.
- Advise the Chief of Staff and the Director of Operations & Administration on strategies and other budget matters and issues.
- Oversee all accounts and ensure the CJO is following best practices in daily operations.
- Assist in the preparation and development of the department annual budget and participate in budget planning and review meetings.
- Generate and reconcile various records on departmental activities pertaining to purchasing, travel expenses, contracts, billings, and related activities.
- Develop and maintain a list of vendor accounts and subscriptions, ensuring that we have a tracking system for what we are paying for and on behalf of what employee in the office.
- Manage and maintain PCard expenses, purchasing office equipment and subscriptions, and performing reconciliation within 5 days of purchase.
- Reconcile and verify vendor accounts and transactions within 10 days of receiving invoice/bill.
- Monitor and resolve purchase order, contract, invoice, or payment discrepancies and documentation.
- Reconcile any discrepancies or errors identified by leadership.
- Manage and maintain petty cash expenses by recording entry and verifying documentation and presenting to the Chief of Staff and Director of Operations and Administration for review and approval.
- Protect the organization's value by keeping information confidential.
- Ensure the County Judge’s Office is compliant with all rules, regulations, and systems of Harris County and standard Accounting practices.

Education and Experience:
Bachelor’s degree in accounting, economics, finance, public policy, or a related field from an accredited college or university.
Six (6) years of related professional work experience.
Knowledge, Skills, and Abilities:
- Excellent communication skills, including presentation, grammar, and writing skills.
- Advanced skills in the use of Microsoft Excel and other computer-based data information systems.
- Ability to advise senior leadership on budget matters and represent the department at high-level meetings.
- Ability to lead budget processes, including budget planning, control, forecasting, preparation and publishing.
- Ability to conduct complex and sensitive budget and management studies and special assignments, analyze findings and make effective recommendations.
- Ability to work well with the public, County personnel, and external organizations to establish cooperative and effective working relationships.
- Ability to act as a technical expert on budgeting.

Position Type and Typical Hours of Work:
Regular Full-time
Monday - Friday | 8:00 A.M. to 5:00 P.M.
Requires the ability to work outside of normal business hours, including weekends, on a frequent basis.

Depends on Qualifications
Based on 26 Pay Periods
Employment may be contingent on passing a drug screen and meeting other standards.
