Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.
What you will do for Harris County Pollution Control:
Under moderate supervision, the Concrete Batch Plant Specialist will conduct routine site inspections of concrete batch plants to determine compliance with state and federal air and water quality regulations. Individuals in this position will be responsible for identifying environmental violations, addressing air, water, and solid waste issues, and collaborating with Pollution Control Services (PCS) partners to minimize environmental impacts and promote public health.The Concrete Batch Plant Specialist must have strong communication and collaboration skills, along with a high attention to detail.
Duties and Responsibilities:
- Inspections: Performs comprehensive technical inspections of Concrete Batch Plants and similar facilities for compliance with existing environmental regulations and permit parameters
- Environmental Complaints: Investigates air, water, and solid waste complaints at Concrete Bath Plants and similar facilities.
- Field Operations: Collects samples and performs field tests as necessary.
- Collaboration: Works closely with the Harris County Attorney's Office and provides testimony in court cases as needed.
- Special Tasks: Performs other duties as assigned, including special tasks involved in responding to emergency events.

Education:
Bachelor's degree from an accredited college or university
- One (1) year of conducting environmental investigations.
Licensure:
Valid Texas Driver's license upon hire.
HAZWOPER 40 certification or ability to be certified within 6 months after hire.
Knowledge, Skills, and Abilities:
- Knowledge of Texas environmental regulations including Chapter 30 of the Texas Administrative Code and Texas Water Code.
- Knowledge and understanding of principles and practices of pollution control.
- Excellent verbal and written communication skills.
- Ability to establish effective working relationships, exercise balanced judgment, and organize work for maximum efficiency.
- Ability to collect environmental samples (solids and liquids) and operate analytical field equipment, such as pH meters, basic air quality sensors, and particulate meters.

Position Type and Typical Hours of Work:
- Full-time | Monday - Friday | 8:00 am to 5:00 pm.
- Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
- This position may require employee to be deployed to alternative county locations during emergency events.
