Position Overview:

The HCPH Mosquito Vector Control (MVC) Director is responsible for providing leadership, oversight and overall operational management to the HCPH MVC Division (MVCD). The MVCD Director will lead the development & implementation of prevention and control efforts related to mosquitoes and mosquito-borne diseases. This position is responsible for a $4.5M budget, 64 full-time employees, and 1,778 square miles of coverage. This position reports to the Harris County Public Health interim Executive Director.

 

Duties & Responsibilities:

  • Disease Control & Prevention: Lead mosquito-borne disease surveillance and control efforts, prioritizing public health impacts, and designing strategies to monitor and mitigate mosquito-borne diseases (e.g., West Nile virus (WNv), Saint Louis Encephalitis (SLE), dengue, etc.).

  • Quality Management: Ensure MVCD programs align with Integrated Mosquito Management strategies and comply with relevant laws, regulations, and standards.

  • Strategic Planning: Guide the development and execution of MVCD’s strategic initiatives, ensuring alignment with broader organizational goals.

  • Program Design & Operations: Oversee program planning, goal-setting, performance evaluation, and resource management, incorporating innovation and technology to improve operations.

  • Fiscal Oversight: Oversee budget preparation, fund management, and ensure efficient use of resources, while seeking additional funding to enhance programs.

  • Collaboration & Research: Direct collaboration with internal and external partners, and integrate applied research to improve mosquito control and surveillance efforts.

  • Departmental Leadership & Technical Resource: Actively contribute to department-wide activities and serve as a subject matter expert, responding to public health queries and media inquiries.

Education and Experience: 
  • Bachelor’s Degree in Entomology, Biological Science or other related science fields of study

  • At least ten (10) years of experience related to mosquito/vector-borne disease prevention and control

  • At least seven (7) years of effective leadership experience

OR

  • Master’s Degree in Entomology, Biological Science or other related science fields of study
  • At least five (5) years of experience related to mosquito/vector-borne disease prevention and control
  • At least five (5) years of effective leadership experience


Licensure/Certifications:

  • Must have the ability to obtain any required state certification or license within six (6) months of hire.

Work Environment: 

  • This job operates in a professional office environment.

  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Occasional: Field sites may vary and include uneven terrain, heat and humidity and possibly upset stakeholders

 

Physical Demands:

  • Persons in these positions frequently lift, carry, push and pull objects weighing up to 10 lbs. They also occasionally move objects weighing up to 20 lbs., and sometimes, but rarely, up to 70 lbs. Field Work may require operation of county vehicle to visit surveillance sites or attend off site meetings. Surveillance sites may be hot, humid, and require walking over uneven terrain.

Position Type and Typical Hours of Work:

  • Full Time | Regular 

  • 40 hours per week. Hours may vary depending on mosquito-borne disease activity.

  • The incumbent may be required to work long and irregular hours in circumstances of public health or infectious disease emergency or potential for such.


Employment may be contingent on passing a drug screen and meeting other standards.
