Position Overview:
The Director of Capital Projects and Infrastructure (CPI) is a senior leadership position responsible for overseeing the planning, execution, and successful delivery of the organization's capital improvement initiatives. This dynamic role entails comprehensive management of infrastructure projects, including roads, bridges, subdivision drainage, regional drainage planning, parks, trails, and other key developments. The Director of CPI ensures all projects are delivered on time, within budget, and to the highest quality standards, while fostering a culture of excellence, innovation, and collaboration.
Job Duties:
- Develop and execute the strategic vision for the Capital Projects and Infrastructure Division, ensuring alignment with organizational goals.
- Oversee the development and implementation of performance metrics to evaluate divisional outcomes and guide continuous improvement efforts.
- Lead all stages of project development, including planning, design, permitting, construction, inspection, and final delivery.
- Collaborate with leadership to prioritize projects and allocate resources efficiently.
- Manage risk assessment and mitigation strategies to address potential project challenges.
- Foster and maintain strong relationships with internal teams, regional agencies, community stakeholders, and funding entities.
- Develop standard design process’, design standards, to streamline the delivery process.
- Provide reporting for current workload and production deadlines to demonstrate current program status, program forecasting, and resource requirement.
- Ensure compliance with local, state, and federal regulations, including coordination with agencies such as COH and TxDOT.
- Provide regular updates to executive leadership and other stakeholders on project progress and outcomes.
- Build, lead, and mentor a multidisciplinary team of engineers, architects, project managers, and other professionals.
- Oversee recruitment, training, and performance evaluations to maintain a high-performing team.
- Promote a culture of innovation, collaboration, and accountability within the division.
- Develop and manage the division’s budget, ensuring optimal allocation of resources.
- Monitor expenditures, identify cost-saving opportunities, and oversee financial reporting for projects.

Education:
- Bachelor’s degree in Civil Engineering, Architecture, or a related field.
Experience:
- Minimum of 12 years of progressive experience in infrastructure project management, including five years in a leadership role overseeing multi-disciplinary teams.
- five (5) years of administrative or supervisory responsibility or an equivalent combination of education and experience.
Licensure:
- Licensed Professional Engineer (PE) in Texas
Knowledge, Skill & Abilities (KSAs):
- Expertise in the design and delivery of large-scale infrastructure projects.
- Exceptional leadership, organizational, and problem-solving skills.
- Strong understanding of technical processes, budgeting, and resource allocation.
- Outstanding communication and interpersonal abilities to engage with diverse stakeholders.

- Project Management Professional (PMP) certification.
- Extensive experience working with local, state, and federal agencies and funding programs.

Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Hybrid schedule: Three days in the office and two days working from home.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
