The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

The Encroachment Program Coordinator is responsible for coordinating the removal of encroachments on the District’s right-of-way, in order to effectively accomplish the District’s capital improvement and maintenance responsibilities.
Essential Duties and Responsibilities:
- Coordinate with Harris County landowners on the removal of encroachments on District right-of-way.
- Research deeds and ownership history of parcels.
- Provide initial evaluation of the encroachments and guide department staff on the removal.
- Request and monitor the demolition of encroachments on District right-of-way, as applicable.
- Coordinate with the Harris County Attorney’s Office and various District departments on the removal of non-standard encroachment removals.
- Oversee contractors in support of the encroachment removal process.
- Review and approve the department consultants’ invoices.
- Review completeness of applications, forms, records, and reports.
- Update various internal reports, collect and compile data and perform follow-up, as necessary.
- Perform other duties that may be added or changed as the course and scope of the job directs.
Requirements
Education:
- High school diploma or G.E.D. equivalent from an accredited educational institution
- Two (2) years of experience in an administrative support role or a related field.
- Experience with deeds, property surveys and/or related documents.
- Valid Class "C" Texas Driver’s License
- Ability to understand and interpret construction plans, property deeds, property surveys, and related documents.
- High level of confidentiality, judgment, personal responsibility, and dependability.
- Exhibit excellent communications skills and be willing to speak in public forums to deliver intended messages effectively.
- Maintain a positive attitude and optimistic approach to solving problems or challenges presented by citizens or District Project Managers.
- Must be able to conduct research using the District’s digital archive system.
- Solid knowledge of modern office procedures (scanning, filing, and record-keeping), computer operations, and software applications (ArcMap, GIS products, Share Point, and Adobe Acrobat).
- Ability to manage a variety of concurrent responsibilities and activities efficiently.
