Position Summary:
This position will lead a team of IT professionals and business analysts supporting the functional side of the PeopleSoft 9.2 FSCM ERP system. The team you manage is responsible for maintaining production system, requirements gathering, application configuration, end-user support, and testing for ongoing enhancements & projects to the production application.
The scope of this role includes technology strategy and architecture, operational execution, and leadership of a dedicated team of business analysts who help maintain and administer our PeopleSoft Finance and Supply chain platforms. This person will play an integral role in connecting the IT team with key stakeholders, providing thought leadership and strategic partnership in the delivery of key projects, system design, and daily production tasks. This role will also be an active contributor to the execution of an enterprise-wide initiative to develop a multi-year strategy and plan for FSCM system and process transformation. Superior leadership qualities, excellent verbal communication skills, and technical aptitude are requirements for this critical leadership role in the IT department. This position collaborates directly with key business and IT stakeholders to ensure the successfully delivery of FSCM technology initiatives.
Job Duties:
Partners with leadership and cross-functional business/IT teams to deliver on projects/initiatives while balancing the day-to-day operations
Provides technical thought leadership on new business opportunities and/or issues
Coordinates with end-users to understand business needs and requirements
Assists in the analysis and design of PeopleSoft deliverables based on business requirements
Educates and advises Harris County on the PeopleSoft FSCM functionality
Ensures project deliverables meet business requirements
Works with technical resources and other managers to develop best solutions
Seeks input from team members to develop best solutions
Adheres to methodology, controls, and quality standards
Works independently with limited direction, and work in a team environment
Provides leadership, direction, and feedback to the business analysts; empowers the team to drive the day-to-day support of operations and executes their designated application roadmaps
Manages the team’s resource allocation across production support, backlog management & strategic projects by partnering with the senior management
Partners with key stakeholders (business & vendors) to drive effective prioritization of their business objectives and help inform on a strategic multi-year Finance and Supply Chain (FSCM) technology roadmap
Manages vendor relationships, including adherence to quarterly business reviews and roadmap discussions; assists with contract renewals and negotiations
Owns the relationship with professional services partners/agencies when external contractors are engaged
Coaches, mentors, and sets employee performance objectives and conducts performance reviews

Education:
Bachelor's Degree from an accredited college or university
Experience:
Three (3) years of experience supporting PeopleSoft version 9.0 or above
Three (3) years of experience managing or leading the ERP team
Seven (7) years of experience supporting ERP applications
Knowledge & Skills:
Experience with v9.0 or above based PeopleSoft environment using some or all of the following Modules (G/L, A/P, AM, PO, eProcurement, AR, Billing)
Communication, analytical and interpersonal skills at all levels of an organization.
Good understanding of Financial and Procurement processes
Ability to manage teams through a PeopleSoft Implementation, Upgrade or Projects
Experience using Microsoft Office package (Excel, Access, PowerPoint, Word)
Strong leadership skills
Previous experience managing software applications, projects, budgets, and internal/external resources
Driven, resourceful, and self-directed problem solver with ability to work under pressure
Demonstrated strong skills and proficiency level in troubleshooting, support, analysis, and resolution
