Essential Functions and Duties:
- Payroll Management Role:
- Process payroll for District employees, ensuring all transactions are accurate and compliant with relevant policies.
- Verify the completeness and accuracy of employee timesheets and leave records, addressing discrepancies efficiently.
- Investigate and resolve payroll discrepancies, providing timely solutions.
- Prepare and submit biweekly leave reports for departmental managers.
- Assist with onboarding new hires by processing necessary payroll documentation and ensuring accurate entry of information into the Harris County financial system.
- Assist employees with Family Medical Leave Act (FMLA) inquiries and prepare necessary documentation as required.
- Recruitment & Hiring:
- Manage the District's recruiting and hiring processes to attract and select qualified candidates for open positions.
- Post job openings across various job boards and internal platforms, ensuring maximum visibility to potential applicants.
- Screen resumes and job applications, forwarding qualified candidates to hiring managers for review and consideration.
- Conduct periodic reviews of job descriptions, updating them to reflect changes in duties and responsibilities as needed.
- Assist with background screenings and reference checks to verify candidate work history. Collaborate with hiring managers to identify necessary skills and competencies for open positions, ensuring timely and effective recruitment.
- Assist with new hire onboarding and orientation, including an overview of District and county policies, benefits, and mandatory training.
- Provide weekly updates on recruitment status and hiring metrics to the Human Resource Division Director.
- Additional Responsibilities and Duties:
- Support the management of unemployment claims by preparing responses and gathering relevant information for appeal hearings.
- Attend staff meeting and training sessions.
- Assist with department projects, as needed.
- Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements
Education and Experience:
- Bachelor's degree in in Human Resource Management or Business Administration from an accredited educational institution
- Two (2) years of verifiable work experience in human resources or related field
- High school diploma or G.E.D. equivalent from an accredited educational institution
- Human Resource certification
- Two (2) years of verifiable work experience in human resources or related field
- Valid Class "C" Texas Driver’s License
- Strong understanding of sourcing techniques and applicant tracking systems.
- Strong understanding of payroll processing, compliance, and HR regulations.
- Proficient in using HRIS and payroll systems, with a keen eye for detail.
- Strong interpersonal and communication skills, with an ability to build relationships across various levels of the organization.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Commitment to fostering a positive candidate experience and promoting diversity within the hiring process.
- Good analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
- Familiar with Microsoft Office Applications (Outlook, Excel, PowerPoint, Teams).
